THE essence or the articles written by Henry Mor
genthau on himself and appearing in the "New
York Post" is that Uie state department and the war
department had. as is their proper function, worked
out plans for postwar Germany. He had obtained ft
document prepared by the stale department which
would have saved the world endless trouble and un
bearable costs. Morgenthau was terribly angry. So
he aw General Eisenhower in London and Elsen
hower said to htm:
"I want to say that I am not interested in the
German economy and personally would not like to
bolster It if that will make it easier for the Germans."
Now, how could it be that General Eisenhower or
anybody else in so responsible position could say
that he is not interested In the German economy?
For after all, Germany Is the economic and geographic
heart of Europe. U may be that it is unfortunate for
mankind that the particular people who inhabit that
particular area of the earth's surface are those who
are there. But no intelligent man can say that he
is not Interested in German economy for it is Ger
man economy that has already cost us two wars, and
the huge cost of occupation and the British loan
and the Marshall plan but so much else that has
disturbed our generation. How could General Eisen
hower say that in 1944?

Hod Hands Full
IT was in 1944 that Henry Morgenthau was told by
General Eisenhower, as Morgenthau reports, that
Russia now (in 1944 had all that she could digest,
and her present problems would keep her busy until
long after we were dead. That was before Yalta and
Potsdam. It was before Soviet Russia took over
Yugoslavia, Bulgaria, Rumania, Poland, Hungary, the
Kurile islands, Manchuria, and Korea. It was before
the Cominform was organized. It was before Togliatti
attempted to force Italy, and Thorez, France, into
the Soviet federation. It was before Soviet Russia
tried to take the atom bomb from us.
Certainly it is difficult to believe that Eisenhower
was so badly informed, so inadequately oriented as
Morgenthau makes him out to have been. For the
history and purposes of Bolshevism, from 1907 to 1944,
is a thoroughly documented story, widely known and
discuSsed by intelligent students the world over. It is
not possible to believe that the man to whom the
destiny of this country was entrusted could have been
so superficial. Until Eisenhower speaks for himself,
I, for one, decline to believe that he could possibly
bftve expressed such views.

Much Confusion
OF course,, the confusions in thought and policy
in the Roosevelt administration are beyond Be
lief. Morgenthau reports, for instance, that he dis
cussed not treasury but foreign problems with all
sorts of people, although the country assumed that
it was Cordell Hull who was secretary of state. Ap
parently, the American people were wrong, because
Hull seems not to have known what was going on.
For instance, Morgenthau discussed Teheran with
Anthony Eden and then w ith Cordell Hull. Appar
ently minute were kept at Teheran, but Cordell Hull
was not permitted to see them them although, as
secretary of state, they should have been in his
possession. According to Morgenthau, this is what
Hull told him:

Dr. Drake Medical Pioneer

Dr. Daniel Drake, who lived from
1785 to 1852, is one of the great
figures in American medicine. For
some reason, however, his name has
been much neglected and he Is little
known today even by medical men.
The most Important of Drake's
many contributions to medicine s
great book of nearly 900 pages
. k'hlch appeared in 1850. This book
covered geography, geology, botany
nd weather conditions and their
relationship to diseases. It also
discussed the diagnosis and treat
ment of the illnesses known at that
time.
To get his material he traveled
the whole western part of the coun
try. He studied the earth, rivers,
plants, animals, the air, sky, and
the people. His Journeys led him
from the Rio Grande to Hudson
Bay, from Florida to the headwaters
of the Mississippi, from the Great
Lakes to the mouth of the St. Law
rence. Drake worked and studied in the
villages, hamlets, and tiny settle
ments in all these regions.
The full title of his book reveals
his enormous labors. It was "A
Systematic Treatise, Historical,

Although this tremendous book Is
Daniel Drake's greatest contribu
tion, he did many other things. He
struggled hard to improve medical
education, which was ther in a sad
state. He studied a cholera epi
demic, and published a small book
let about it. He is noted for having
been the teacher of many prominent
men who came after hlmj
When one thinks of the monu
ments which have been erected to
honor military leaders who have led
great armies to destroy each other,
it seems wrong that a great physi
cian like Dr. Daniel Drake of Cin
cinnati, whose efforts were all di
rected toward saving life, should re
main so long neglected.

What was lie secretary of state? The story la coming
out. even earlier than had tieen expected. Maybe, lu
time, some ol us who warned the American people
that they were being fooled and their confidence
abused will unfortunately be proved to have been right.
I, for one, would rather have been proved wrong. The
other day, I remarked to ft friend that II would hae
given me more comfort for the future of my children,
if the facts, as they arc now disclosed, would show
that I had been in error during" the years of the
Roosevelt confusion.
The World Today

THE reopening of the French-Spanish frontier after
two years, during w hich Generalissimo Franco has
been ostracized by the great powers as the bad lad of
Europe, makes one wonder whether Spain may be
cdguig back into the good graces of her neighbors.
Certainly it would be a boon for the Marshall plan
if Spain could purge herself of her sin and Join in the
rehabilitation of Western Europe. She has many re
sources to contribute to recovery and that at a mo
ment when every ounce of help is needed.
Spain's sin of course is one of omission rather than
commission. She has failed to get rid of Dictator
Franco, though nobody has suggested just how she
could do tins in view of the fact that the generalissimo
has a great standing army and is all set for defense
of his position.
Overthrow Move
NOBODY loves a dictator, but we have to deal
with the anomaly that many nations in theoreti
cal good-standing not only are under dictatorships
but are members of the United Nations. The most
curious aspect of the situation is that the most pow
erful totalitarian dictatorship of them all Soviet
Russia is the spearhead of the attack on the Spanish
government- Moscow naturally aims at the reestab
lishment in Madrid of the leftist republican regime
which Franco overthrew in his rebellion of 1936-39.
World opinion of the Spanish dictatorship was
recorded by the United Nations in 1946 when the
general assembly at Lake Success agreed that all
countries should withdraw their ambassadors from
Madrid. This wasn't to be a break of diplomatic
relations but was a gesture of condemnation. America
didn't have an ambassador in Spain. The same was
true of Argentine, but Buenos Aires promptly sent
one to Madrid as an expression of disapproval of the
assembly action.
Since then there has been no official change in
the countries subscribing to this
Neither America nor Britain has
retreated from their positions of no compromise with
Franco. So far as the Marshall plan is concerned.
Spain wasn't invited by her European neighbors. to
join in the program and thus on paper there is no
question of her sharing in the rehabilitation efforts.
One Objection
STILL, it is an interesting fact that the French
Spanish border is being opened to traffic and trade.
We must assume that neither America nor Britain
raised objections, for France wouldn't have agreed
to the opening if they had. The only objection thus
far registered is by the Ttmmunists. The French
bolshevists In Paris nc- A by leaders Maurice
Thorez, J acquest Duclos and Andre Marty pro
tested during a demonstration Sunday.
From the economic standpoint the western democ
racies obviously would be glad to see Spain's resources
pooled with those of other countries. The difficulty
is on the political side.
However, as the signs read, there may be a trend
toward getting Spain into the economic set-up. The
initiative, of course, would have to be taken by the
countries of Western Europe.

Staff Increased
Mrs. Helen Hays has Joined the
staff of the Klamath county public
health department as laboratory
technician. Dr. Seth M. Kerron an
nounced today.
Mrs. Hays is a graduate of the
University of Illinois and a Phi
Beta Kappa, national scholastic'
fraternity, a post graduate of Ohio
State university and has had five
years of experience with the Illinois
health department of bacteriology.
The department Is now equipped to
do all laboratory work with the ex
ception of pre-marital.
Woman Dies Of
Burn Injuries
PORTLAND, Feb. 10 IJP) Mrs.
Delma A. Gibson. 30, died last night
in a hospital ol burns suffered Jan-
I uary 26 when her cottage was de-
stroyed and her four - year - old
daughter burned to death in crib.
The woman was carried uncon
scious from the house. She under
went five hours of surgery at Provi
dence hospital after the fire and
appeared then to be recovering.

on home canning at this altitude.
Of the many organisms that may
be present in foods, botullnus Is the
most dangerous.
The Clostridium bolulinum. a
' deadly bacterium found in the soil
In many states. Is not in itseii
poisonous. However, under certain
conditions possible In home-canned
food, it produces a toxin which is
deadly. It doesn't always betray Its
presence by odor, discoloration or
other signs of spoilage, so we may
not discover it until too late.
A temperature of 240 degrees F.
113 lb. pressure! or higher is re
quired to kill the botulinus organ
ism and to attain this temperature
a pressure canner, with an accurate
steam, gauge, must be used. Non
acid and low-acid foods such as
meat. fish, poultry, and all veg
etables except tomatoes, are there
fore canned safely only in a
pressure canner.
Toxins formed by botulmus bac
teria are destroyed by ' adequate
boiling. Therefore as an added pre
caution, boll all home canned non
acid foods before testing or usUig
in anyway on the same day eaten.
At this altitude: boil all home
canned non-actd foods 15 minutes.
Empty the Jar and add water if
necessary before boiling. Remeqiber
reboll leftovers that are to be used
In salads or casserole dishes. Never
try to reclaim spoiled food.

Police Asked

draft statute submitted here today
calls for a nermanent international
police patrol in the Jerusalem lone
o: partitioned Palestine.
The 45-article statute, drawn up
by a six-nation committee, pro
vides that the special force be or
ganized by a UN-appointed gover
nor to maintain Internal law and
order. The strength of the force
would be left to the governor with
