Surplus Question
SALEM, Feb. 6 UPt State officials
; are planning to ask the state su
preme court to decide whether In
come tax surpluses can be used for
state general fund purposes, It was
learned today.
State Treasurer Leslie M. Scott
said these surpluses now amount to
$30,000,000. There is an argument
over whether income tax receipts
have to be used exclusively for prop
erty tax reduction, as has always
been done in the past.

and 77 at New Orleans.
Paving Plan
Method Given
Property owners are urged to con
tact tlie city regarding Improvement
of streets and alleys. Councilman
A. F. Condrey said Thursday.
Condrey said that property owners
on unpaved streets should submit a
petition to the city council to set the
wheels in motion on a paving plan.
The city will then work out a plan
financed by assessment against the
property.
In connection with improvement
of alleys. Condrey said that the city
will grade the alleys If property
owners will assume the cost of
graveling.
Cat Home After
1800-Mile Jaunt
CHEYENNE. Wyo., Feb. (IP) A
white Angora cat has returned home
after a weary lonesome trip of some
1800 miles.
The cat, tired and wild from Its
roamings. retur.ied to the home of
Mr. and Mrs. W. L. Lacy this week.
Last summer as the Lacy family
was returning to Cheyenne from
Atlanta. Ga., the cat jumped out of
the car near Dallas. The car was
traveling at 60 miles an hour and
the Lacy's didn't believe the cat
could have survived so drove on.
But, "Snowball," proving cats have
"nine lives." showed up oh tltt
family doorstep.
Award For Heroism
PORTLAND, Feb. 6 (Pv-Richard
Workman. 13, Wecoma Beach lad
who rescued a 3-year-old boy from
mill pond near Myrtle Point in
1946. was awarded a certificate of
merit for heroism at the annual
Boy Scout area council meeting last

Gandhi said today his father. Mo
handas K. Gandhi, possessed no
property and left no will.
He said his father, assassinated a
week ago today, desired that any

charity and uplift project. This,

Gandhi, one of the Hindus' most
powerful spiritual leaden, earned
