Out at the reclamation bureau offices the staff lias
established a guessing pool on the number of applica
tions to be received. It runs from 2500 up to "500.

How It Look
SUPPOSING the lower number is about right, it is
likely there will be 1500 to 1600 who actually
participate in the final drawing for the 44 Coppock
bay homesteads.
Last year, about 1300 out of 2000 applications were
finally approved for the drawing. The same ratio,
if It holds this year, and there are 2500 applications,
would qualify about 1600 for the drawing.
Already, there are about 35 applications in for each
of the 44 homesteads.
The thing shapes up like this: There will be a few
hundred more qualified applicants for about half as
many homesteads.
Big Job
ALL of this adds up to a tremendous job for the
homestead examining board. The board is al
ready at work, processing the applications and weed
ing out those which, on the face of the application,
cannot qualify for the drawing under the law and
the regulations set up by the secretary of the interior.
Present indications, we're told, point to about the
aame mortality rate among applications as prevailed
in the 1946 drawing.
Complaint
INCIDENTALLY, there has been one complaint lev
eled at the program by a veteran post at Yreka. on
the ground that the examining board is made up only
of persons from the immediate Klamath basin area.
It will be remembered that before the drawing last
year, this same question was brought up. and a mem
ber of the board was named from Dunsmuir. This
year, two men from Klamath Falls one a reclamation
official and one man from Tulelake. who is one of
, the new homesteaders, were selected for the board.
It appears to us that there is no cause for suspicion
that Klamath basin men will be favored by the board.
The integrity of the board members is such as to
dismiss any such suspicion, but even if it were not.
It would be virtually impossible under the regulations
and procedures for any Individuals to be favored un
justly over others. We were in a position to watch
the procedure in connection with the last drawing
pretty closely, and we discovered no grounds for
charges of favoritism. We are quite certain the same
conditions prevail again this year.
In fact, the large number of applications now pour
ing in is evidence of public confidence in the board
and the procedure.
Duck Hunting Casualty
THE death of a youthful hunter after a fall into
the icy waters of Upper Klamath lake Saturday
directs attention again to the serious duck hunting
hazards that exist here, exceeding those' better-publicized
dangers in deer hunting.
Drownings have taken a heavy toll among duck
hunters over the years, while shotgun blasts have
killed more duck hunters in this county than rifle
bullets have killed deer hunters.
Swamps and ice-covered bodies of water are ex
tremely treacherous, and especially so because so many
of the people hunting here are unfamiliar with the
area.

And the first reaction was one of
strong disbelief that anything could
thus violate the laws laid down by
city hall and halt the metropolis in

Nature here Is generally a vague
something that causes you to be too
hot in the summer, so you go to
an air-conditioned movie; or too
cold in winter, so you turn on the
radiator.
Otherwise nature has very little
to do here, where nobody stares at
pink elephants but a live cow draws
a crowd. The weather Is supposed to
obey the rules Just like evervbody
else.
Amazed passengers found it neces
sary to get out and mush many
blocks through thigh-high drifts to
home. And It was this fact that
