as well as It could hnve been under
the circumstances,
The long awnllcd report turned
out to be rather temiiei'iile 111 tone,
and Its attack on the handling of
the potuto problem lust year con
sisted largely of pointing out
methods by which, on second
thought, the committeemen believe
dumping might have been avoided
and may be avoided In the future.
The committee churged that de
struction of lute 10411 potutoea con
tributed to a short supply litter,
ft suggestion was that more
should have been pluccd In storuge,
. I'MA officials have sulci, how
ever, tlml sufe storuge capacity
Insl Pall wua Jiimnird to ciipuclly,
sod the only wny to try to save
the rest of the huge Mulno crop
wss through field storage In pits.
Thai wus tried, and a lot of Uie
potatoes went bad.
There was a winning to PMA In
llio report thai, In view of Uie
smaller crop this year, committee
men would esgiect no dumping of
consequence this season. Actually,
liter has been uo dumping In
recent weeks.
The committee summed up llio
surplus potato oiwrnUmi a fol
lows: DoA bought up the surplus
at a coal of 1103.10(1.000: ll re
ceived II3.3M.0O0 from sales; and
the loss on Uie oiierallon was IH,
7AI.000. The committeemen com
mented :
"Too much of this cool, II would
seem, may be regarded as unneces
sary had a more careful search
been made for menus of disposal
raUier Ulan dumping or deatruc
Uon." The committee conceded thut
early potatoes are loo thin skinned
and watery to be stored. On the
handling of the 1847 crop, the re
Krt snys:
"Instead of destroying potutoea,
the department should assist In
providing adequate storage space
for the ID47 crop, so Unit potatoes
ran be available Ui consumers on
a normal basts until the IH4R cro
are ready for murket. There will
be surpluses In certain areas and
the government should provide
methods to aid 111 distribution of
these locul surpluses to area where
imtatoc are In demand."
The committee recommended
that the 1XP use more of Us re
search funds In experiment to de
velop new ouUet for surpluses. 11
mentioned the use of potato cul
ture In bakery product as a pos
sible outlet for large amounts, and
suggested experiment In qulrk
freetlng and cold storage. It criu
clsed the DoA for falling to Im
prove the potato mnrketlnR sys
tem, "although It has ample au
thority under the law for such
action." lte(.-oiiimeii(1iitlons In
cluded development of new and
expanded Use, grenter use for do
mestic and foreign relief, wider
publicity on new uses, and lead
ership by DoA In arranging for
storage of surpluses.
Referring to the potato situa
tion at Itlchmond, Vs., Uila yeur.
department officials have pointed
out Unit only 3tX car of potatoes
were unloaded at that city In the
first five monUis of 1U47. and thai
only 10 of those came from Can
ada. In May, only three car enme
from Canada. While the records do
not show the character of Uie Can
adian shipment, many of these
may have been seed potatoes Uiat
normally come frAm Cannda what
ever the supply sltUntlon Is In the
United Stales. In addlUon, there
were plentiful supplies available
from Alabama al no more than
the price of the Canadian ship
ments, and probably somewhat
lower prices,
Reusons why the DoA did not
push more of the surplus Into pro
cessing such a dehydration, starch,
and similar product Include the
high cost of such processing and
the fact that the DoA hus no
funds from congress to finance
processing: It funds are appropri
ated for payment to growers, not
processors nor for processing.
