Army Tosses Out Archaic
System Of Promotion In
Favor Of New Program

One of the lengthiest and most-
rompllcated measure enacted by the
Mlh eonfresii at 111 tint session, the
lerfslatlon I the outgrowth of
months of study by committees.
In addition to setting up a new
promouon system for the armed
forces and tightening the navy's
existing advancement system, the
bill cuts down on the number of
high-ranking officers In both serv
ices and abolishes in peacetime the
wartime rank of five-star officer.
However, It does not effect tho rank
of the eight officers now holding
five star rank. I
Officers Affected
Affecting directly or Indirectly j

tion is intended to encourage the i
better-qualified men and to weed out I
through a process of elimination
thou unfit for command.
The new plan provides for pro- j
motion of officers by selection in the
lower ranks, with boards of officers
determining the qualifications of ap
plicants for advancement Failure to
meet the advancement qualifications
twice in succession, authors ol the
bill said, will automatically drop an
officer from the service.
One of the major provisions of
the new act is a limitation on four
star officers. It limits the peace
time military establishment to 14
four-star officers after July 1. 1948.

four-star rank while serving in that
capacity.
There would be 62 three-star offi
cers. 23 In the army, 14 in the air
corps, two in the marine corps and

Until such time as the armed ser
vices' strength reaches the levels
prescribed by permanent law; the
new law continues the present svs
tem of temporary promotions for
temporary-duty officers.
For the navy, the legislation Intro,
duces for the first time the selective
system of promotion in the- grade
of admiral. Hereafter, an officer of
admiral rank must Justify his reten
tion in that rank after each four
years of service.
One result of that change, the
committee said, will be to permit
outstanding officers to become ad
mirals at an earlier age by weeding
out the older men ahead of them
who can't qualify to retain their sta
tus. Another chance is the Intrwiu.
Hon of limited duty officers into the

come from enlisted and warrant of
ficer ranks only. They mar rise as
high as commander, but will be as
signed to specialised duties not com
petltiv with general line officers.
