Still Tied Up

il'i City council members, still
deadlocked In a labor dispute with
electrical workers and telephone
operators were told yesterday by
Mayor Francis Bowden that the
situation "bolls down to not enough
money."
"The city Is definitely broke,"
the mayor said, adding that the
condition "Is no reflection on this
council or on previous councils."
The union, which turned down
two new "final" proposals yester
day, wan to meet lust night with
the council. Conciliator Leonard
Evans of Juneau was expected to
be on hand for the session.
Councllmen suggested the possi
bility of dispensing with a consid
erable number of the workers and
of raising utility rates In an effort
lo meet the wage demands. No ac
tion was taken however..
The union agreed to continue op
erating switchboards on an emer
gency basis at least until Thurs
day night.

With 100 Instructors, many of
them socialists in phases of agri
culture teaching and participating
a students In a variety of farming
subjects, the convention at Oregon
Vocational school has reached mid
stride. ' '
The vocational agricultural ses
sion, for high school farm Instruc
tors, and the veteran training ses
sion, for Instructors of farming vet
erans, are separate units with gen
eral classes In the afternor 's. In
charge of the convention Is Ralph
L. Morgan, state supervisor of agri
cultural education, assisted by such
men as 1-eonurd Hudson, president
of Vocational' Agricultural Teach
ers' association, principal of Silver
ton high, assistant state agriculture
education supervisors and other
leaders.
There are over 1000 farming vet
eran students. In the state and 2100
high school farm students who will
benefit by the attendance of their
Instructors at -the convention.
A tour of the OV8 was made by
.the group this afternoon, to ac
quaint them with the wide scope of
vocational advantages offered by the
Institution. Tonight at 7 o'clock a
stunt and award program will be
presented In the theater on the cam
pus and Friday will conclude the
convention.

l and classes throughout the state
made up the attendance, including
William McKlnney, principal of Sa
lem high school; George ' Penrose
of Portland, farm agent for the Un
ion Pacific railroad; H. H. Gibson,
teacher-trainer who has just re
turned from a three-month tour of
agricultural departments In high
schools, colleges and universities in
eastern and central states.
Don Critchfleld, lead Industries,
Omaha, Neb., was also present and
Dick Kuehner, farm market rela
tions, Portland: Harold Edwards of
the education training section, vet
erans administration; Sam L. Sloan,
state conservationist, Corvallls; Lee
8. McMullen, secretary-treasurer,
Klamath Production Credit associa
tion. Wakefield Walker, executive sec
retory, state educational agency for
surplus property. Salem; I. O. Paul
son, state director of vocational ed
ucation, Balem; Glen Weaver, state
supervisor for occupational Infor
mation and guidance service, Sa
lem, besides all the others attending
each of whom Is a top farming In
structor In his particular location.
