Dam Hearing

two-day hearing on a department of
interior proposal for a 10-year mora
torium on new dam construction
along the Columbia and Snake rivers
opened here today with fishing in
terests lined up against the opposi
tion of power, navigation and Irriga
tion proponents.

sponsoring Columbia basin inter
agency committee, said the proposal
would permit the fish and wildlife
service to "prosecute a program fas

fishing Industry would open testi
mony today.
Approval of the proposal would
temporarily forestall eight potential
projects on the Columbia below the
Okanogan, and six on the Snake
below the Salmon river. Weaver said.
Up-river projects would be pushed
as sn interim alternative.

victed of beating, burning and tor
turing American captives.
Katsunosuke Watanabe was clear
ed of charges he contributed to the
deaths of six allied prisoners, but
drew 12 years at hard .labor for
mistreating Internees.
Ailjaku Suyenaga, former Dukuoka
camp doctor, went on trial charged
with contributing to the death of
Sgt. Leon R. Stewart of Opportunity,
Wis., by refusing him medical care

$225,000 In bonds by the Northern
Wasco People's Utility district- will
be resumed in circuit court in Port
land Friday.
Judge Walter L. Tooze, Portland,
adjourned the suit here yesterday
after the PUD presented engineers'
testimony that a $475,000 bond Is
sue would be sufficient to con
struct the PUD's proposed dunll
cating electric distribution system
here.
Pacific Power & Light contended
that the construction was un
authorized, and that the $225,000
part of the $475,000 bond issue
would be used In "piece-meal" con
struction. The U. S. auto industry before the
war used about 25 per cent of the
sheet and strip steel produced in
the country, but in 1S46 the ur
gency of other needs 'educed the
auto Industry's use to about 13 per
cent of production.

Clubs at Its 56th annual convention,
today voted down 556 to 341 a reso
lution approving pending congres
sional legislation which would admit
100.000 European displaced persons

ceding the vote was marked by boos,
hisses and loud applause.
First to speak in opposition to
the resolution was Miss Poqulut
Rabell. of Opa Lock a. Fla.. who said
that "charity begins at home" and
urged that no lmmlgation be al
lowed when the United States was
faced with "growing unemploy
ment." Another speaker. Miss Alves Long,
of Columbia. S. C. asked that the
resolution be approved on the
ground that "the United States
needs more population; these people
