THE well kicked around Marine Barracks
vocational school project received another
jolt yesterday when the state board of education
voted to reject me icrms 01
a WAA offer of the plant to
the state, and to reopen nego
tiations. Reports from Salem said the
board asked that the new nego
tiations be rushed so that there
will be time to ask for a legis
lative appropriation to oper
ate the school If the state
board decides to accept the
new terms it hopes to get out
of WAA.
The particular stipulation
which was eiven as the basis
for the board's action was a requirement that
the state use the Barracks for educational pur
poses for 25 years. Under this WAA term,
the plant would revert to the federal govern
ment if the state failed to use it for educational
purposes, and the state would have to acquire
it by purchase if it wanted to use it in some
other way.
Let's Get Going
IT is time for state officials to quit stalling on
the Marine Barracks project The state
can now prove its good faith only by pressing
immediately for whatever terms it is after from
the WAA and coming to a definite conclusion
of the issue.
The legislature is now well into its session.
-Any more fooling around on this matter defin
itely jeopardizes a program which the state
board already has held as worthy, and which
has been publicly declared by vocational edu
cation authorities as a promising opportunity
for meeting a growing demand for vocational
education in the state.
When we were in Salem earlier in the week,
-officials were definitely inclined to look favor
?njaly on the WAA terms, and indicated that the
So.'jlor problem was that of obtaining the legis
LlaUve appropriation to operate the school. Pos-'
sitily, that is In the background of the delay
Which, on the surface, was based on a question

Need Described
THE state should immediately get its deal
clear with the WAA, and then go into the
question of the legislative appropriation on the
merits of the project.
Educational authorities have stated that Ore
gon is definitely failing to meet the require
ments for a large section of its youth which
Is in need of vocational education training. The
vocational education experts have declared the
Marine Barracks ideal for the development of
a vocational education school.
If these people know what they are talking
about, it is the duty of the responsible state
officials to bring tills matter to a head in the
immediate future.

It strikes me as particularly significant that

Not Honey And Flowers
THUS it isn't strange to see the constitutional
monarch again visiting one of the sovereign
dominions. Still, this visit is particularly note
worthy not only because of the crisis through
which the empire is passing but also because
of the political situation in South Africa itself.
It's not all honey and flowers in the relation
ship between South Africa and England. Prime
Minister Jan Christiaan Smuts and his united
party are hearty supporters of the British com
monwealth, but they have strong opposition in
elements which would prefer to sever all re
lations with London.
Any strengthening of relations with South
Africa would tend to strengthen the whole
British commonwealth of nations and make
it more attractive to India and Burma. The
London Times yesterday said editorially that
when Field Marshal Smuts, who led his coun
trymen in arms against Queen Victoria, receives
her great-grandchildren in Capetown, a world
broken by hate will have before it the example
