and Louis V, Dioone, WAA ex
pediter, and auid they "evolved
a scheme" to obtuin textiles
"through alteration of sales docu
ment" at a sale conducted by
the WAA in Alexandria, Va. Both
arc residents of Washington, D.C.
Hoover sold both men are i
