formally called upon the United
nations atomic energy commis
sion today to approve the United
States plan for harnessing tht
atom.
In a brief speech to the full
meeting of the commission,
Baruch said that the question
had been debated long enough
and that the tune for action had
come.
Baruch, the United States
representative of the atomic
energy commission, came to the
meeting with the determination
to push for a decision as soon as
possible.
Yildlife Fund
to Be Upped

expenditures for wildlife restora

Assurance that an increase was
on the books coincided with pro

The money is derived from
excise taxes on sporting goods
' and. the federal government is
supposed to allot proportionate
sums to each state. While war
time curtailments have not been
fully removed, the officials said
the fund is being kept intact for
future use.
Department officials added
that Secretary Krug was anxious
to resume full-scale operations
but thought he should accede to
budgetary trends in the immedi
ate future. .. .

States stood firm on its plan

Baruch said:
"We have no pride of author
ship but we can not. in justice to
our trust, accept changes in pur
pose, we nave debated long
enough.
He said that the debates on
arms limitations in the United
Nations general assembly and
the speeches of Vyacheslav M.
Molotov, Soviet Russian foreign
Britain's' foreign secretary haci
covered much of the ground on
atomic matters.
Referring to Secretary of State
James F. Byrnes' speech to the
assembly, Baruch said that
Byrnes had brought the United
Nations and the public to a "re
freshed understanding of the fact
that abstractions have been de
bates, and it is now up to us
the atomic commission to pre
sent an immediate, a practical
and a realistic program."
Apparently referring to the
top priority given the atomic
firoblem by the general assembly
n its resolution on arms limita
tion Baruch said:
'We have accepted the duty
and we must proceed promptly
to its fulfillment we believe, and
our work follows this belief, that
the best way of gaining our ob
jective is to do first things first.
In the very forefront of that ef
fort lies the control of atomic
energy. If we are able to solve
that . vast problem, the others
will come easier."

The air search and rescue pro
gram of the Civil Air Patrol in
eastern Oregon was set up today
with the naming of W. M. Pier
son of La Grande as commander
of CAP district four.
Oregon CAP Wing Commander
Col. Harry Coffee reported Pier
son would direct a squadron of
45 to 50 airplanes in any rescue
mission in the area east of
Heppner to the Idaho border
and north to the Columbia river
and south to the Nevada border.
Planes are on call from Baker,
Pendleton, La Grande Ontario,
Lexington and Enterprise. .

Lucille Jankovsky, 33, a taxicab
driver of suburban Cicero was
driving some passengers from a
loop hotel to the north side last
night when her machine stalled.
Mrs. jankovsky flagged a
passing motorist to aid her.

Rocco Filetti of the vehicle bu
reau and he explained it's
against the law for suburban
cab drivers to pick up passen
gers in Chicago. Mrs. Jankovsky
was ordered to appear in traffic
court.

Train Pile-Up

express train collided with a
string of freight cars at 1:30
m. today, near the station of
Cinco Case, about SO miles
southeast of Madrid, and 20
persons were killed, according

Mrs. W, B. Bickers guve an
informative talk on the making
of Christmas sprays and wreaths
and prepared the centerpiece for
the luncheon table, which con
sisted of pine cones, fir sprigs
and red berries, complimented
by red candles in holders deco
rated with berries and greens.
The luncheon menu consisted
of samples of roast wild goose
and protato stuffing, smothered
wild duck, venison pie, spiced
apple rings, all made at the meet
ing, and apple and poar salad
and hot rolls with coffee brought
by members.
During the recreation hour a
Christmas tree and gift exchange j
were enjoyed.
Attendance was small due to
illness in the families of many
members. In the absence of both
the chairman and vice chuirmmi,
Mrs. Bickers, assisted by Mrs. J.
O. Thompson, secretary-treasurer
