and Klamath Lake Moulding.
Contributions are coming in
very slowly, according to John
Sandmeyer, drive chairman,
who states that the necessity for
Red Cross activity still exists
He urges drive workers to com
plete their territory as soon as
possible ana turn in reports io

Hope For Goal
It was hoped that the goal

Sandmeyer said, but it is ap
parent now that it must be con
tinued into April, xne many
testimonial letters received
daily at Red Cross headquar
ters, 518 Main, telling of life
giving benefits received from
the Red Cross, emphasize the
necessity for continuing the pro
gram overseas and at home,
Sandmeyer stated.
Those who have not been
contacted by drive workers and
desire to assist in this cause
may leave donations at Red
Cross headquarters or mail
them to 518 Main, Klamath
Falls.

China has requested Russia to
give previous notice of Soviet
withdrawal from various points
in Manchuria and to permit
government troops to enter
them beforehand to assure
smooth transfer of garrison du
ties. Generalissimo Chiang Kai-
shek told the people's political
council today.
At the same time he blamed
the communists for the Man
churian situation. Chiang said
no communist troops were in
the territory before Japan's sur
render but entered tne country
after the Japanese collapse and
hindered its occupation by gov
eminent forces.
The generalissimo said the re
quest to the Russians was con
tained in china s Marcn 27 ore-
ply agreeing to Soviet with
drawal from' Manchuria not
later than April 30, as proposed
in the Russian note of March
22.
Circle Changchun
Communist troops were re
ported surrounding Changchun,
Manchurian capital .which the
Soviets are expected to leave
soon.
Lt. Gen. Tung Wen-ping, chief
of the Chinese military mission
in Changchun, telephoned Muk
den's Mayor Tung Wen-chi yes
terday and was reported to have
declared that the Soviets would
not complete their withdrawal
from the capital until govern
ment troops arrived to take
over. Telephone service was dis
rupted between the two points
shortly after their conversation.
Another hope of avoiding fur
ther bloodshed in Manchuria
was the presence in Mukden of
four cease-fire teams dispatched
by the Sino-American executive
headquarters of Mukden. How
ever, thev were still in Mukden
awaiting further instructions.

General Chou En-lai and Lt.
Gen. Alvan C. Gillem were ex
pected in Mukden today or tomorrow.
