upecial meeting of the town
council was called Tuesday night
ior further discussion in the
matter of applying for an in
terim permit to allow civilian
vise of the local airport which
is still under lease to. the navy
department.
At this meeting an operators'
agreement, between the city and
Dale C. Williams and Glen Plato
as operators, was drawn up in
rough form. This agreement is
now in the hands of the city
attorney for final drafting, after
which it is again to be presented
to the city council for approval.
The agreement will then go to
Williams and Plato for their sig
natures. The Lake County Aeronautic
association will assist Williams
and Plato in many of their duties
at the airport under the agree
ment proposed.
It is believed that all details
311 connection with the agree
ment will be completed so that
a formal request for interim
operation of the airport can be
made to the proper governmen
tal agency this week.

operators to assume expense of
an airport manager and to un
derwrite any maintenance that
might be involved in the use of
the airport until such time as
the lease is cancelled and the
city take over.
At this point. Chairman Dunn
of the commission advised the
city felt it should not apply for
the permit until the commission
had made' plain to the navy just
what it considered due in the
way of deferred maintenance.
Dunn said the city, through
City Engineer E. A. Thomas, was
at the present time making a
survey at the station to deter
mine the needs of the city and
that when the survey is complet
ed, a claim would be made and
at that time the commission
would consider applying for des
ignation and execution of the
permit.
Those interested in the situa
tion pointed out the Immediate
need of requesting from the sur
plus properties board, the facili
ties the city wants left at the air
port such as hangars. In view of
the fact that such a request had
been held up since last October,
the feeling was expressed that
while the city should not rush
into anything without due con
sideration, flying was being cur
tailed and the matter should be
expedited as much as possible.
Mayor Ostendorf told the au
dience that the city had no
knowledge as to how to proceed
in requesting the facilities need
ed from the surplus properties
board.
At tliis point, the chamber
group advised that one Oregon
airport had permitted flying
without proper management,
that two fatalities had resulted
before the field mentioned was
on a supervised basis and such
a situation could develop here.
Zeno Dent, representing the
veterans administration, stated
that at least 50 or 100 veterans
had made application to the VA
for flight instruction under the
GI bill of rights. No school can
be in operation for instruction
until the airport is designated,
it was pointed out, although such
a school would be a source of
revenue as far as the city is con
cerned. Mayor Ostendorf ex
pressed the opinion that this
would not provide sufficient rev
enue to operate the airport and
would not be ample reason for
the city to take over the respon
sibility of the operation.

pressed the opinion that this
source, combined with all others
once flying was opened, would
offset any expenditures on the
city's part.
