SALEM, March 11 (VP)
Dolores Raymond, 6-year-old
dauihtcr of Arvild Raymond
was shot and killed accidentally

ty welfare officials aired their

ng with Governor Earl Snell
and the State Public Welfare
commission.

were officials of the Oregon As
sociation of County Judges.

ic assistance is not adequate,
while some asked that the state
take over the counties' share of
the cost, contending that the
counties don't have any say In
running the program, anyway.
I noy also discussed a proposal
that the state share part of the
cost of supporting homes for the
aged in the few counties that
have them.

Men Named
For Set Term
Taxpayers appointed to serve
on all local committees in Klam
ath county to fix budgets for
the 1046-47 ilscal year, must
be appointed on a now tenure
basis under a 1045 stato law that
becomes effective this spring.
Counties, cities, school dis
tricts, and all other tax-levying
districts must appoint budget
committee taxpayer "freehold
ers" tor one, two and three year
periods. This is a change from
Ercvlous practice of appointing
udgct committee members to
serve for only one year. Direct
ors or the governing body of any
tax-levying municipal corpora
tion by resolution must desig
nate one-third of tho appointed
citizen members of a budget
committee, or approximately
onc-tnird. to serve for one year.

and one-third of the taxpayer
budgeteers to serve for three
years.
This change In term of service
on local budget committees was
contained in House Bill 60 of
the 1045 state legislature, a bill
introduced by Representative E
W. Klmbcrllng. Pralrlo City.
Grant and Harney counties.
The purpose of this "staggered
term" membership on local bud
get committees was declared to
be that of making certain tnat
some citizens who take part in
budget preparation shall have
had previous experience in de
termining how much tax money
should be spent ior cost of local
government.
