court decision, the ninth cir
cuit court of appeals yesterday
ruled the OPA legally could
prosecute a logging operator
charged with selling a tractor
above its celling price.
The circuit court ordered the
case, on the calendar as Chester
Bowles, OPA administrator, vs.
L. G. Trullinger, remanded to
the Oregon district court "for
further proceedings consistent
with this opinion."

selling a tractor to Earl Gilmore,
another logger, for $462 over
the ceiling. Judge Claude Me

Bowles could not legally bring

crease demand. Earlier In the
day these talks had been post
poned indefinitely.
The corporation earlier had
countered the union's demand
with an offer of an average 10
per cent pay raise, This, GM
said, would raise the pay of its
employes to a level SO per cent
above January, 1941. The union
refused, and the company with"
drew its proposal. ,
Collet directed government
agencies dealing with various
phases of the wage-price policy
to use the new 33 per cent figure
in comparing the Increase In

ask Oregon senators to oppose
further construction of river
dams for power and Irrigation.
The association held a special
meeting yesterday and voted a
request to delay construction of
