Editor's Plan Would Give
Parity Prices To Farmers
WASHINGTON, Aug. 2 (7P
W. R. Ronald, editor of the
Mitchell (S. D.) Daily Republic,
proposed today what he termed
a "self-financing peacetime farm
firogram" designed to bring at
east parity prices to farmers.
Ronald submitted hla plan to
the agriculture department re
organization committee headed
by Milton Elsenhower, president
of Kansas State college.
Invited by Secretary of Agri
culture Anderson to confer with
the committee, Ronald said his
Clan should add "from 15 to 25
illion dollars to the national
Income."
Main features Include:
I. Change the name of the
agricultural adjustment agency
(AAA) to the National Conserva
tion association (NCA).
2. Farmers to provide a con
servation fund themselves by
means of an excise tax of possl
bly 25 per cent of the price of
the first sale of their products.
3. The tax would be paid
back to the farmers, according,
to the degree of their adherence
to conservation practices. Those
rating 100 per cent on conser
vation would receive all their
tax back, with premiums (these
to he paid by the government)
paid to those with higher rat
ings. 4. Loans on any crops would
be available at full parity prices.
These would be handled through
banks with the government
guaranteeing them.
5. Maximum acreages for each
crop would be announced year-
