While' restaurateurs charged
the black market had more sup
plies available than legal whole
salers. Brown declared that "we
know there are some black mar
ket operations going on here,
although we have not yet de
termined their extent.
He added, however, that some
complaints come from "restaur
ant proprietors who try to
blame everything on the black
market.'
