TOO much "overhead irrigation" may cut 1945
crop production in the Klamath area, but
dont let vourself be carried away with bearish
sentiment. Crops that nave
been lost before have sold for
several million dollars in the
fall.
However, it is plain that
the persistent May rains
"didn't do the potato farmers
any good." They badly dis
rupted the planting season.
There was some loss of seed,
and delay in planting may re
duce the yield unless there is
an unusually long growing
season in the autumn. EPLEY
The area seems to be spotted with good and
bad individual situations. Some farmers find
seed In the ground in good condition and the
crop coming along. Others haven't finished
planting.
Whatever losses there may be in potatoes
and onions are likely to be partially offset by
extremely favorable conditions on dry lands
and pastures, due to that same "overhead irri
gation" that made it a nasty spring for irriga
tion farmers. Pasture and range have never
been better. . Dry land farmers, who were
looking forward to a scanty season six weeks
ago, now find their crops in exceptionally fine
shape so good that there will be excellent
yields regardless of how dry the season may be
from here on out.
And so it goes. Farmers seem to view the
general situation optimistically or pessimistical
ly according ' to their individual situations.
Those, as we have said, are spotted. So is sen
timent over the outlook. - -
As for us, we - were sufficiently optimistic
today to break out last year's straw hat. -

AE have received at least half a dozen an

interior telling us that Goodrich M. Lineweaver
has been appointed director of the branch, of
operation and maintenance. Today, we received
another, along with comment which Reclama
tion Commissioner Bashore made to Secretary
Ickes about Goodrich M. Lineweaver.
It is our wish at this time to report that we
are fully convinced that Goodrich M. Line
weaver is the new director of o.tand m. We
also wish to point out that there is a paper
shortage, and to suggest that if Mr. Ickes and
Mr. Bashore and their aides will quit writing to
' us and others about Mr. Lineweaver's appoint-
ment, maybe enough paper can be saved to allot

Suspicious
SUSPICION seems to have reached a new
high hereabouts.
A feminine acquaintance of ours reports that
she was seated in a local restaurant next to a
man who concluded his meal and left just after
she sat down. She wanted to play . the juke
; box, and moved over into his seat to reach
the nickel slot in front of that place.
- When our friend got up to pay her bill,
the waitress asked her why she had moved
to the adjoining seat. Startled, she explained,
but the waitress looked at her accusingly and
remarked that the man who occupied that seat
had always left a quarter tip.
, "I couldn't find it there today," she added,
significantly.

earned his nickname at Fort Donaldson but
gave generous terms to Lee at Appomatox.
I think I can demonstrate, if you will read
on, that any procedure except the Roosevelt
Truman policy of unconditional surrender is
not onlv impractical but impossible and the
hope of" many people to save lives by offering
conditional surrender is founded on an unsound
understanding of military history, particularly
the same Civil War.
The Japanese war is being conducted by a
ruling military clique with the full support
of the people. No terms to the clique are
possible because these would mean the end
of the persons who operate it. Any terms of
fered to the people could not be effective until
they overthrow the clique, and therefore the
only feasible time to consider terms is after
that. But when they have done this, they are
prepared for unconditional or any suvrender.
Task Impossible
TRY to write some terms to encourage them to
revolution and you will see how impossible
is the task. One critique I saw suggested we
offer the people the restoration of their em
peror. What emperor, to what Japanese class
and for how long? Unless Jap military might
is first crushed can we possibly contrive any
thing to prevent another bigger Pearl Harbor
20 years hence a successful one next time.
I do not believe wars can be ended except by
unconditional surrender. The terms which Grant
gave Lee at Appomatox had nothing to do with
the end of the war. Further resistance proved
impossible before Lee asked for terms. The
South had been crushed. Indeed, it lay pros
trate for nearly 50 years.- Does anyone think
an earlier conclusion could have been reached
to the Civil War if Grant's terms had been
offered earlier? It is impossible for anyone to
believe that. And what were those terms?
Basically that the officers could keep their
sidearms and the soldiers their horses (which
they owned anyway as the Confederate com
missary could not furnish any) in order that
they might go home to plow and to live, with
out requiring federal support.
You have to beat an enemy in any war in
order to get any terms, then after they are
beaten, you can call it whatever you like it
still is unconditional surrender. In the War
of 1812 we negotiated a peace before we won
the battle of New Orleans, and this fiasco
resulted in terms so unpopular they could
not be enforced by the victors against us.
Kidding Doesn't Help
NOTHING can be gained by kidding our
selves. .Lives are saved in wars by swift,
decisive action. The quicker you beat the
enemy, the smaller is your casualty list. There
fore what you need is overpowering might and
shrewd generalship, not peace programs. You
can never save lives by selling your war aims
short.
Innuendos suggest we might do well to leave
Japan with something to offset prospective
Russian inroads in Asia, or capture of that
continent, as Europe has been considerably
captured. That is not our way. This nation
acts on the basis of first deciding what is right,
and then pursuing it with irresistible might to
final conclusion. We will gain nothing by
aping European methods of doubledcaling. We
have done better as a nation following our own
way than any of the doubledealers in all Eu
ropean or world history. There is greater power
in the American heritage than anyone can
muster. That power and heritage will survive
in this world long after the doubledealers have
contrived their extinction by their own artifices.

CHICAGO, June 7 (AP) Wheat was
mixed and most other grains were
steady to firm in quiet futures markets
today.
Wheat slipped more than a cent at
times under hedae selllna and there
was some liquidation of rye following
a sharp break In prices at Winnipeg.
Resting orders were uncovered by the
break in wheat and at mld-sestlon prices
made a sharp recovery fc only to slip
again under Increased offerings.
At the finish wheat was He higher
to 4c lower than yesterday's, close.
July $1.97-1.66. Corn was unchanged
to up Vtc, July $1.18'. Oats were
Y to Vc higher, July 64'c. Rye was

By a roll call vote, 206 to 152,
