shown this week- by dispatches from Washing
ton quoting Attorney general
Biddle on recent incidents at
the Tulclake Jap camp. 1
Two months ago we told
how pro-Japan Japanese at the
Tulclake center were express
ing their loyalty to Japan by
marching, military drills, to
bugle blowing, and other dem
onstrations. We quoted at length from a
letter by Jack Burling, depart
ment of justice representative,
denouncing the activities of
the pro-Japan societies in the camp. The move
ment of "bad boys" from Tulclake to depart
ment of justice internment camps came follow
ing the investigations by' Burling.
In Washington this week,' recent testimony
by Attorney General Biddle before the house
nbpropriations sub-committee was released, giv
ing substantially the ' same story - and giving
Burling credit for' the work he did on the case,
umoae; said the; pro-Japan - Japs virtually con
front the' situation-at the camp for a time,
as concerns expressing, their loyalty to Japan.
' Biddle teld: the committee he: ''matter had
not' Seen 'reported -or Jiiade public,' according
to oneVdispatch. ' That may have been true, in
sofsr 'as Biddle is' concerned, but it was reported
and made- public;' in this column many weeks

Exclusion Memorial:
THE local Ministerial association has addressed
a communication to Hose -Poole, Klamath
state representative, "regretting'' "that she is the
co-author .ofAayniemorial.Nititroduced in the
legislature, which asked that Japanese aliens and
persons of Japanese descent be prevented from
returning to west coast states "for the duration
of the present, iSvar-with Japan." -
- Mrs. Poole believes the : local' : group mis
undexstandstheti intent of the memorial which
she has helped -sponsor.- She.. has, sent us a
praise it as the best ever. They say he got tho
advertising geniuses of the country, who aided
him in the victory bond drives, to counsel him
on the side.
Thus his Bretton Woods financial agree
ments have, virtually become patriotically
blessed and politically sacrosanct. Anyone who
is against 'them is' against peace." Anyone who
wants to amend them is probably a fascist or
at least a. banker. - N
Thesos'are the panaceas for which all decent,:
" peace-loving- people have, been yearning and

As a result, the house is not likely to amend
the plan seriously. Or indeed,: even look "upon
it with too frank an '.eye. But the senate Is
waiting with some amendments. .
You may recall that interested senators asked
to be invited to the Bretton Woods conference
as observers, but were kept out. They have
not forgotten.
Also the bankers are readying some amend-.
meats and .preparing some counter-propaganda
which may measure up to the Morgcnthau planpc
, It is likely to be quite a fight before it is
over and considerable amending ay filially

Hard to Follow " if
THE public can hardly be expected to -follow
or understand the matter although it will
have more effect upon the people's future (de
pressions, trade, the real value of wages) than
the political peace imposed upon Germany and
Japan, which occupies such great, popular at
tention. .
. Any serious objective-" analysis, of the plan
must. show.it to be a program to continue the
existing world artificiality in financial values.
It is a working arrangement to collectivize
internationally the various financial artifices
devised by the nations in. the past two decades,
in order to stave off or avoid their creditors and
the formerly inevitable results of arithmetic.
It does not propose, or even think of restor
ing sound values to money or international
credit, but to make artificiality work a little

price controls or the wage con

Instead of relaxing controls
