AS goes Oregon, so goes the nation, says the
Oregon Voter, Portland political weekly.
The Voter this week carries an interesting sur
vey which shows Oregon as a
better political index staia
than Maine.
Since it became a state, Ore-'
gon has voted for 17 out of
21 winning presidential candi
dates. That beats Maine's
record of IS wins.
We have always thought
that Maine got its reputation
as an index state because
Maine was traditionally re
publican and for a long time
republicans won most of the
presidential contests. In more recent voting,
elections, when the honors have passed back
and forth between republicans and democrats,
Oregon's vote has been a better index than
Maine's.
Klamath county, we have been told, has never
given a majority vote to a presidential candidate
who did not get elected. We haven'i checked
that clear back, but we believe it is true. Hence
Klamath is a good index county in a good "'ex
state.
Plane Wreckage Incident
YESTERDAY'S plane crash wreckage incident
points to the need for army and navy of
ficials filing formal information with local
county officials when wreckage is left in remote
places in the county.
In this case, two young hunters found wreck
age of an army plane, that had been previously
inspected and therefore bore no special signific
ance. They did the right thing, however, in
notifying local authorities. When the navy re
ported it had no planes unaccounted for, Sheriff
Lloyd Low organized a small party to look
over the wreck on the bare chance that it .
.might be the remains of one of two civilian
jplanes which mysteriously disappeared in Ore
Son a few years ago.
Had the army previously given the sheriff's
office the exact location of the plane wreckage
which had been left in the woods, the sheriff
would have been spared his efforts.

Marine Games
CAPTAIN CLYDE ROBERTS of the Marine
Barracks football team was somewhat dis
appointed in the civilian attendance at the
Marine-Willamette game last Saturday. Several
hundred townspeople were on hand, but not the
1300 expected.
The marines have a fine team, and promise
a lot of good football for Klamath fans this fall.
They play the University of California Ramblers
here tomorrow. To the folks who like foot
ball, wc heartily recommend the marine games.
They nicely fill in the local grid schedule this
fall, which otherwise would be a bit short.
Why not give our marines the kind of support
we give our high school?
News Behind the News

WASHINGTON, Oct. 6 The Dewey tax
plan is a deftly politicalized composite of
the several new and somewhat revolutionary
tax programs publicized' recently. The experts
here generally think it will work. In fact it
represents the currently-running thought in
congress the apparent inclinations of the con
gressional tax leaders.
The administration has not yet officially com
mitted itself cither through the treasury or
White House, although, as Dewey noted, some
unofficial administration spokesmen have been
unofficially sidling toward some of the ideas.

Low Taxes
THE theory, in its utmost simplicity, is to have
a large national income and a low per
manent tax structure at least much lower than
that of today. In short, it proposes to raise a
lot of money by smaller taxes on larger pre
war incomes with complete abandonment of
the old New Deal theory of tax and spend
soak everyone who has an income in order to
raise funds for free flowing government- ex
penditure (Keynes theory).
Unquestionably the government will be forced
to these methods by impelling postwar factors,
the basic theories of which were first evolved,
or at least noted in this column, beginning a
year or more back as you will recall.
Dewey kept his variation of the underlying
theme in generalized terms. Ditching of the
taxes 'on the lower brackets certainly mean
cancellation of the victory tax.
But he did not say how much he would
lower the income and corporation and taxes,
thus avoiding the arguments involved in the
new Ruml plan, that of the Committee on Eco
nomic Development (an organization of a group
of top business men; indorsed both by the
United States Chamber of Commerce and the
National Association of Manufacturers).
,But he did turn away from the Twin-Cities
tax plan by ignoring its basic recommendation
lor a a per cent general sales tax, and as a
matter of fact, the sales tax subject entirely.
He wants to cut down excise tax (as do Ruml
and C. E. D.) which are in reality sales taxes,
so obviously he 'is against that method.

this scribe went to the Buck lake wreckaee with
Sheriff Low.
The plane is lying about a half mile back
. in the deep woods from the edge of dry Buck
lake. Pieces of the wreckage are widely scat
tered as a result of a dynamite blast set off
tinder the plane when it was decided it could
not be salvaged. The top of one good-sized
tree is broken where the plane came through
the timber, and there are scars on other trees,
; We soon became convinced the wreckage was
that of the army plane that carried the pilot
to his death last April. We recalled that Cap
tain William Lawrence, who was riding in the
plane, survived miraculously, and Eugene Wal
ton, a nearby farmer, heard the crash and went
to his aid.
We found flash bulbs and other evidences
nearby that convinced us the wreck had been
previously photographed, A match folder from
the Busy Bee restaurant in Klamath Falls lay
beside the wreck, and the Busy Bee here gets a
bit of unexpected advertising.
A quick check when we returned to town
left no doubt as to the identity of this plane.
Hunters in the deep woods can still be on the
watch for the remains of the plane of Mr and
Mrs. Dick Walbert, Medford, who disappeared
in 1940 after leaving Medford airport, and the
plane of Elmer Jeffries and Frank McKenna,
which indicate the theory is practical and would
support the government. That plan contem
plated, employment of 55,000,000 persons at a
40-hour week on approximately present wages
and prices to get the necessary 5140,000,000,000
of income.
Out of that the government would take $20.
000,000,000 in taxes, of which about Sfi.nnn nnn
000 would be required for carrying the war
debt and the other $14,000,000,000 would pro
vide government expense, which will no doubt
be much heavier than prewar due to necessities
of national defense.
If national income goes above $140,000,000
000 they would use additional tax money de
rived therefrom, to retire the debt. Their basic
rate on both individuals and corporations would
be approximately the same, 16 to 20 per cent

details of any of these methods, but is in accord
with their theory and, therefore, is swimming
in the direction toward which the general tide
here recently turned.
If just one of his points is realized, tax re
form is assured. If a permanent basic tax can
be evolved on a basis of common justice to all
classes, the country can escape from the pres
ent madly-confused results of politically piling
new tax adjustments yearly upon last year's
complications.
