pealed ' to the Oregon Postmast-
ers conference today to demand
extension of the civil service sys
tem. - - -
."There's no -.reason," the na
tional director of the postmasters
association -said, "why men in
the ranks can't work their way
up to- postmastership through

Purchase of SO blocks of Port
land waterfront property for the
site of a city center was sug
gested yesterday by Commis
sioner William A.' Bowes of the
Portland postwar planning com
mission. He suggested purchase of the
property along the waterfront
from Jefferson to Taylor streets,
with a museum, civic health
center, auditorium and other
public buildings to be built utter
