Joe Bally was elected secretary-treasurer. The war conference was high lighted by the presence of Wil liam Shepherd, president of the United States junior chamber of commerce, who has just returned from a trip to Mexico and Cen tral America where the Jaycee movement was started in those countries by the establishment of seven chapters.
