WASHINGTON, Feb. 27
The war labor board laid down
a bonus formula Friday restor
ing the loss of regular earnings
incurred by thousands of work
ers when the president abolished
premium pay for weekends and
holidays, as such.
Bonuses ranging from S to 13.8
per cent were awarded employes
of the York Safe and Lock com
pany, York, Pa. and the New
Britain Machine company. New
Britain, Conn. They were work
ed out by a joint committee of
the WLB and the labor depart
ment and exactly compensate the
workers for their lost premium
pay, retroactive to October 1,
the date the executive order be
came effective.
The board found that In both
cases "the compensation previ
ously received by these employes
In the form of premium pay for
work on Sunday constituted an
integrel part of the agreed wage
for their particular jobs." This
was demonstrated, the board
said, by the exceution of collect

Synthetic Rubber
Plant in Texas
WASHINGTON, Feb. 27 (IP)
Construction of facilities to pro
duce butadiene, a synthetic rub
ber ingredient, in a converted
petroleum refinery at Texas
City, Tex., was ordered stopped
Friday by the war production
board.
The revocation of priority
ratings previously granted to
the Pan-American Refining cor
poration was ordered on recom
mendation of Petroleum Admin
istrator Harold L. Ickes.
A number of conversion proj
ects have been cancelled since
it was discovered that the short
age of critical valves, pumps,
motors and other critical parts
was so severe that the program
for "quick" butadiene could not
possibly contribute much to the
synthetic rubber program this
year.
J ENDS TONITE!
WASHINGTON, Feb. 27 VP)
President Roosevelt has refused
to establish a new forest pro
ducts service with "a huge re
volving fund," the White House
announced last night.
This and similar plans were
shelved in an effort to obtain the
same result mote simply and eco
nomically," the statement said.
WPB Chief Donald M. Nelson
and Secretary of Agriculture
Wickard, it was indicated, pro
posed the forest products serv
ice. The White House said it
would have been a large organi
zation with very extensive pow
ers.
Expeditors Will Help
Industry is turning out less
lumber than is needed, the state
ment said, due principally to
lack of manpower. Holding out
no hope that more workers can
be provided, the White House
said WPB will send out field ex
peditors to tell producers the
specific types of material needed
for the war, aid in arranging
contracts and assist in compli
cated procedures of procurement
"which are disheartening to
many small operators."
The expeditors also will help
obtain, timber for mills which
have inadequate supplies of
standing timber.
Pay No Attention
To Those Government
Questionnaires
WASHINGTON, Feb. 27 UP)
The quietus was put on a lot of
government questionnaires Fri
day. Except in special cases, such
as income tax returns, the pub
lic can ignore federal agency
quizzes for information unless
such requests show that they
have been approved by the bud
get bureau, Director Harold D.
Smith announced late yesterday.
Other provisions of the bud
get director's order indicated a
move to check before issuance
whether questionnaires are
practical or necessary and just
how much of a burden they will
place on the general public.
