WASHINGTON, Jan. 20 (JPy
William M. Jeffers, the rubber
conservation director, has as
sumed control of all rubber Im
port programs now exercised by
the board of economic warfare,
the BEW announced today.
BEW said Jeffers, who thus
far has concerned himself pri
marily with domestic synthetic
production programs, notified
the board January 9 that he was
taking advantage of sweeping
powers granted him by President
Kooseveit ana assuming final jur
isdiction over imported rubber.
Conflict
BEW officials recognized Jef
fers' power to do this and said
that henceforth Jesse Jones, as
head of the RFC's Rubber Re
serve company which supplies
the money, would take orders
from Jeffers Instead of from the
BEW on this commodity.
The BEW on April 13, 1942,
was given authority by Presi
dent Roosevelt to direct the use
of RFC funds for developing
foreign rubber programs. This
led' to a conflict with Jones
which was recently air'ed in sen
ate banking committee hearings
on a bill to increase RFC's bor
rowing power.
Maybe an epidemic of gout
wouldn't be s bad. Ai least it
would keep people from kicking.

CHICAGO, Jan. 20 UP) With
trading estimated as the smallest
for the year, wheat and, other
grains moved within a narrow
price range today.
There was no specific news to
cause any marked price trends
and traders said grains apparent
ly had reached a stalemate. A
little hedging pressure In wheat
was reported, but grain men as
serted there was an almost com
plete absence of mill buying.
Wheat closed unchanged to 1c
higher, May $1.39-1.391, July
$1.39-1.391, corn was 1c lower to
lc higher, May 981-Ic, oats de
clined i-lc, rye lost l-ic and
soybeans gained I cents. :

Activities continued In Monte
video wools, both spot and to
arrive. Super wools, grease ba
sis, are quoted at 321 cents and
good to super at 311 cents in
bond. Some good to super wools
were sold at out-of-bond prices of
92-93 cents for 60 to 64s, 88-89
cents for 60 to 68s, and 88 cents
for 56s, clean basis.
