struction program was approved

mittee, and Chuirmnn Vinson
(D-Cu.) disclosed that work had
been deferred temporarily on
"four or five buttlcahipa In or
der to concentrate on carriers."
He emphasized that the na
tion had not suspended or aban
doned the battleship building
program, but declared flatly
that events of the war hud
demonstrated conclusively that
the aircraft carrier "is the back
bone of the fleet."
He said that this country
would need battleships "as long
as any other nation has them,"
and stressed the point that there
has only been a "deferment on
four or five" of the huge bat
tlcwagons once regarded as
monarch: of the sea.

Former U. S. Ambassador to
Germany Plans for Peace

NEW YORK, June 17 (Wide
World) Down in the canyon of
Wall Street slight, gray-haired
James W. Gerard is looking
ahead to the day when war will
end, and this is his formula for
a lasting peace;
1. Break up the Cerman rcich
Into impotent atoms which never
can coalesce into another dang
erous union.
2. Crush the spirit of conquest
so completely that it never can
rlKe again.
3. Maintain world peace with
on international police force.
The 74-year-old former am
bassador to Germany during the
first World war has a fighting
spirit undimmcd by the passing
years. To him, peace is some
thing not only to be won but to
be guarded Jealously by force of
arms so that no nation can wage
war on another.
"The only possible solution to
a lasting peace," said Gerard in
an interview, "is an international
army made up nf tbn vlrinrinn;
nations, chiefly the United
States, Great Britain, Russia and
China.
"And I suggest that Franklin
D. Roosevelt be made its commander-in-chief."
Gerard warned the world for
years of Germany's growing mil
itary might. Soon after Hitler
came to power he sensed the
war that was to come and
shouted alarms that went un
heeded. And then when his predic
tions came true, he advocated
that the United States help wipe
out the nazi menace. Spoakini

union assembly In 1940, Gerard
urged immediate U. S. entry In
to the war, and added: "If event
ually, why not now? We ougtv
to be in this war. If not, we'rt

Gerard favors the creation ol

Austria, Hungary and possibly
slice of Bavarian Germany, wltk
perhaps a Hapsburg on a restored

"Eastern Germany should bo
given to Poland. France should
have her old territory, and tin
northern part of Germany should
be given to Denmark.
"We want to keep away from
the old theory of self-determination
of the peoples. That's what
caused the trouble after the las)
war to a lorge degree. To fol
low out this thought logically,
there are several counties it
