World) Only a few hours be
hind rolling Japanese assault

cial service corps.
Not a branch of the army or
navy, but a separate well-train
ed, highly specialized unit, this
corps Is assigned the job or
quickly bringing order to a war
ranted city, establishing a tem
porary administrative system,
seeking out and seizing any
booty and seeing that it syste
matically moves to hunareas 01
points in the fast growing Japa
nese empire wnere we aemano.

is the greatest.
This . . wartime government
service is composed of politi
cians, bankers, merchants, trans
portation experts, promotion
men and language students who,
before being drafted by their
government, held high posi
tions in well Known Business
houses in Japan.
Like the army It has had
more than 10 years of training
in Mukden, Peiping, Tientsin,
Hankow, Greater Shanghai,
Canton and many smaller cities
captured by Japan.
The corps' big test, before
Japanese armies hammered
their way into the Philippines,
Malay states and the Nether
lands East Indies, came a year
ago in French Indo-China when
Nippon troops moved by land,
sea and air into Haiphong, Ha
noi and Saigon.
It is certain that today the
corps is at work in Manila,
Singapore and Hongkong fol
lowing the same pattern which
proved so successful in the
French colony.
Although the French and
Japanese exchanged only a few
hots during the Japanese mili
tary entry and the cities were
undamaged, all the basic con
quest problems were present,
and Americans and English
men on the scene watched the
corps take over with both speed
and efficiency.
For example, while Japanese
planes circled over Haiphong
and lead destroyers zig-zagged
Into the bay, the last boat in
the Japanese invasion fleet was
laying a cable under direction
ef the communication division
of the corps.
Five hours after troops were
landed messages were racing
ever the cable from a tempor
ary ' headquarters in Haiphong
to Japanese-held Hainan island.
The French government in
Hanoi was contacted almost im
mediately and it became appar
ent in only a few days that its
power had been shorn.
To save time and men, the
Japanese attempt to persuade
the present government to work
for them. This was the case in
Indo-China. American business
men seeking a re-export per
mit for American goods to be
shipped out of Indo-China were
forced to deal directly with the
Japanese after the French gov
ernment admitted it had no
voice in the matter.
When the Japanese entered
Balgon In southern Indo-China,
the special corps moved even
more smoothly.

apore and Manila are now un
dergoing the same treatment j
as cities In Indo-China. ..

Answer to Farmer's Need

Tears came to the eyes of an
aging Illinois farmer as he
looked at two fields of corn
planted near here under direc
tion of University of Illinois ag
ricultural experts.
"Why," he asked, "couldn't I
have known about this 20 years
sooner? If I had, all my chil
dren could have gone to college."
Both corn fields were In a
swampy region. One produced
almost no corn, the other, with
potash fertilizer, grew 80 bushels
to the acre.
The good corn yield looked
simple to the farmer. It was but
the work that went into the
demonstration began at the uni
versity 66 years ago in the
Morrow plots, 12 small experi
mental fields now totaling less
than an acre altogether, right up
the middle of the present
campus.
Those plots, still raising corn
and other crops, are America's
oldest experimental fields. The
swamp corn is one of their les
sons, the result of transferring
their findings to larger farm
fields about the state.
The plots were named after
George E. Morrow, who was
professor of agriculture at Illin
ois in 1875. At present they
carry on under direction of W.
L. Burleson, head of the agron
omy department, and F. C.
their conquests are moving in
ant-like procession along the
China coast today carrying
American and British booty to
Japanese ports.

This old land shows that it is
possible to maintain crop yields
even higher than those obtained
in the beginning.
It shows that crop rotation
without fertilization is insuf
ficient. It emphasizes, says Prof.
Bauer, that the great problem of
American farmers is soil treat
ment This old land has helped to
get rid of a prevailing idea by
which farmers divided soil treat
ment Into two groups, that which
was unavoidable, and that which
they could neglect.
An example is land in Hard
in county, 111., where, with treat
ment, 172 acres has produced
as much as 700 acres with no
treatment That is, 25 acres Is
equal to 100 acres.
This example is at the extreme
end of poor land production. At
the other end is land so rich
that little treatment is needed.
In between is a bewildering
range of variations, and for each
one, if the farmer understands
right, he can send his children
to college.
The old Morrow plots have
furnished many of the answers.
ICC Takes Over

today and the interstate com
merce commission took over ra
tioning of the stocks.
The motor carrier division of
the ICC said rationing instruc
tions and application forms
would be in the hands of Oregon
dealers this week.

Military quarters here today
were talking about the bnttlo of
Bataan as a "death or victory"
struggle for General Douglas
MacArthur and his valiant fight
ing men, the odds for dcatli or
possibly capture being heavily
against those for ultimate vic
tory. Yet the fact that there was
even a slight chance for trium
phant survival of the Philippines
force, as the fourth month of
Pacific war opened, was regard
ed as little short of a military
miracle in view of what has
happened to the defenders of
Hongkong, Singapore und the
Dutch East Indies.'
Actually, officers who have
known MacArthur for years ex
plained the "miracle" in terms
of thorough preliminary plan
ning for the defense of Bataan
long before the war began. Of
equal importance, they said, is
the fact that MacArthur has out
generaled and his troops have
out-fought the Japanese in every
engagement to dato.
Eventually, perhaps Mac-
Arthur may have to withdraw
his forces to Corregidor and tiie
other forts guarding Manila bay.
There they should be able to
continue the fight for some time
longer In the last ditch hope
that reinforcements will be sent.
"There is no doubt," said one
of MacArthur's friends, "that he
is determined to see the Philip
pines fight through to the finish.
If he has any choice he will
never leave until death or vic
tory. Only an order which, as a
soldier, he would have to obey
would get him out."
The rugged Bataan peninsula
had been chosen long before as
the best section of Luzon island
on which to make a stand
against numerically superior
forces. Full preparations for its
defense were made before the
war.
