MESSAGE ON
BUDGET HELPS
STOCK LEVELS
NEW YORK, Jan. 7 VP)
Stocks moved to lower levels to-
day but market action generally
was a trifle better after the pub
lication of President Roosevelt's
Duagei message ai mia-oay.
Prior to the budget release
various leaders had recorded
losses of a point or more with a
few down 2 or 3 points. These
declines were shaded as selling
dried up and at the end only a
few of the minus marks exceed
ed a point and rails and a scat
tering of Industrial specialties
had modest gains.
Transfers were around 600,'
Study of the budget proposals
did not alter Wall street's belief
that business profits would be
sharply curbed by taxes as the
nation swung into the huge task
of turning out war tools under
the specifications laid down yes
terday in the president s message
on the state of the union. But
at the same time it was agreed
the fiscal message did not con
tain any disagreeable surprises
for holders of securities,

many dealers consider rye too
cheap compared with other
grains.
