Cellulose paper is about to van
ish from the household and tbe
store counters as abruptly as it
appeared. Its manufacture re
quires large quantities of chlor
ine, phenol and glycerine all
scarce chemicals essential for de
fense. The housewife of tomorrow
won't be able to get a flat-top
stove with a beautiful enamel
cover to hide the burners. Manu
facturers stopped making these
styles at the request of the gov
ernment. Leaving off the covers
cuts manufacturing costs and
saves 3S00 tons of steel a year
for war industries.
Dried eggs, long an oriental
importation, are going American.
Any day now they may hatch
right out of the exotic rattle
snake meat and bird's nest soup
class of foods and appear on our
pantry shelves besides the can
ned beans, tomato juice and pre
pared breakfast foods. Thirty-
seven new egg-drying plants are
being established in the United
States, bringing the total to 53,
which the department of agri
culture estimates will produce
145 million pounds of dried eggs
a year. They're much in demand
by the British, who report they're
excellent for baking and cooking,
and even for scrambled eggs.
If you like to garden, you can
help America's defense and your
own budget by putting in a vege
table garden in your back yard,
or by increasing the size of the
one you already have. The groc
ery shelves will feel the pinch
of this year, although the United
States will break all records with
its 1942 agricultural production.
An eighth of the harvest will go
to Britain. And American appe
tites, whetted by fatter pay
checks, are growing bigger.
You can give your child a de
fense job at home by naming
him custodian of the waste paper.
It's needed to manufacture paper
board to war munitions. Your
son or daughter can accumulate
newspapers, magazines, wrap
ping paper and other usable
waste in a designated corner of
the basement or garage until the
pile is big enough (about 100
pounds) 'for your favorite char
ity, the Boy Scouts or the junk
man to haul away. The govern
ment makes no collection of iis
own, but it all goes to the same
place.

SACRAMENTO, Jan. 2 (UP)
The legislature has promised a
full investigation of the state's
defense needs, including the
function of the state guard.
Make no mistake, a full re
port will be forthcoming when
the legislative sub-committee of
22 members sits down in Sacra
mento today to prepare for the
next special session on Janu
ary 12 or sooner. The reason
is Rolland A Vandegrift (and
there's no period after that In
itial A).
Vandegrift is well known
in government circles, having
put in four years as state direc
tor of finance (under Governors
Rolph and Merriam), director of
research for several years for
the California Taxpayers asso
ciation and an expert in Cali
fornia history, taxation and
governmental research.
Vandegrift has been retained
by the legislature as a legisla
tive auditor, with wide powers
to poke around and dig up
facts. He is one of these dl-rect-to-the-point
fellows, with an
analytical mind and an inquisi
tive eye. He is made to order
as an efficiency expert for the
legislature.
Many legislators, including
the anti-Olson contingent, want
ed Independent figures on state
operations, in addition to those
furnished by the administration-
controlled department of fi
nance. Perhaps the fact 1942 is
an election year hastened the
plan to hire an auditor, but
Vandegrift was appointed, nev
ertheless, and has been making
unobtrusive investigations for
several months.
During and slnce the recent
special session however, Van
degrift and his staff have been
in high gear, particularly as
concerns the California state
guard. He has compiled a com
prehensive digest of guard ac
tivities to date, indicating the
administration will have hard
sledding in the attempt to se
cure a largo appropriation from
the legislature.

tion today released this compila
tion of questions and answers
clarifying tire and tube rationing
regulations:
Q. Are seconds of new tires
and tubes "new" tires or tubes?
A. Yes.
Q. Are bicycle tires within the
scope of rationing regulations?
A. No.
Q. Can an interstate common
carrier, which has delivered to
and deposited with various tire
service stations along Its route a
supply of its own tires, bearing
its own brand, to be used to
service Its own trucks under a
service contract with the local
agency, obtain such Urea from
the local station?
A. This depends upon wheth
er the release of tires amounts
to a delivery or transfer within
the contemplation of the order;
opinion reserved for written sub
mission of facts'.
Q. Can tires in possession of
seller on which full payment has
been made be delivered to the
purchaser?
A, No.
Q. Can tires on which a down
payment has been made but
which are still in the possession
of the seller be delivered to the
purchaser?
