Newsman to Be
Freed by Germany
SALEM, July 19 UP) Gover
nor Charles A, Sprague, who be
sieged the US state department
with telegrams to obtain the re
lease of Jay Allen, American
newsman held by the Germans
in occupied France, said Friday
he was much gratified to hear
that Allen would be released.
Allen, a former Seattle resi
dent whose wife is from Wood-
burn, is one of four Americans
whom the Germans are releas
ing, in exchange for four Ger
mans under arrest in this coun
try. "It is very fortunate," Gover
nor Sprague said, "that Allen is
to be released. If we broke off
diplomatic relations with Ger
many while Allen still was under
arrest, he likely would be in
terned for the duration of the
war."
Repayment Under
Lease-Lend Talked
WASHINGTON, July 19 (Ph
President Roosevelt said yester
day that the terms uf repayment
of lease-lend aid to Britain still
were in the talking stage and
that there was no news on It.
Asked by reporters whether
it was possible for Britain to
make a profit on lease-lend mats
rials, as by selling wheat at a
higher price than that at which
it was transferred from the Unit
ed States, the president said he
doubted if there was any desire

food or anything else. It would
not be quite according to Hoyle,
he remarked.

Retail sales were of better than
seasonal, proportions in almost
every line, this week with total
volume about one quarter again
as large as at this time last year,'
Dun tc Bradstreet said today in
the weekly review of business.
- "Wholesale trade was brisk
and climbing steadily,", the agen
cy said. "Sellers frequently, re
ported they could have booked
more orders if the merchandise
had been available. . .- .
"Manufacturers' operating
schedules . on average still
showed only minor changes
from the -all-time record level
of past weeks. ,
"Not only were retail buyers
estimating requirements on a lib
eral scale, but they were cover
ing now on a substantial part
of fall and winter needs. Some
retailers planning on a 15 to 20
per cent gain in sales were in
quiring for double the volume
of merchandise or d tied initially
last year.
"Sellers frequently set dead
line beyond which they would
not book orders at prevailing
prices. In many lines ordering
continued to be hampered by a
lack of supplies to meet deliv
ery needs." . j
The review added that attend
