Industry Committees Get
Justice Department Okay

Brond-new defense "Industry
Committees," which would prac
tically have all the powers o(
old NRA code authorities, re
cently have beon given the in-
formal stomp of opprovol by the
department of Justice.
If that sentence doesn't exact
ly set you back on your heels
this beautiful June day, lot It
sink Into your chins until It
reaches bone, end then rooct ac
cordingly, For if ever there was
anything which most consum
ers, middlemen and producers
never expected to see In this
land again, It was a return of
even a faint smell of tho em
balming fluid with which the su
preme court laid away all that
remained of the late and un
lamented NRA blue eagle.
But all-out defense cleans out
all. And the Idea that Industry
control might be given legal
sanction today returns through
an interesting but rather com
plex chain of events which, If
you'd care to follow, la some
thing like this:
OPM SPRINGS
THE SURPRISE
First Inkling that something
like this was afoot came through
the recent sensational an
nouncement from Donald M. Nel
son, director of purchases In the
office of production manage
ment, outlining a plan to In
crease defense production 'capa
city by limiting the lines of mer
chandise that might be manufac
tured and sold for civilian con
sumption. To mako a thing like this ef
fective, there must be somo form
of industry control. Since the
supreme court had outlawed
NRA and since tho whole Idea
of NRA Is repugnant to Thur
man Arnold's anti-trust division
of the department of justice,
some formula had to be found to
permit manufacturers of radio
sets, for example, to get togeth
er and agree to reduce from 20
to 10 the number of homo mod
els which each would make.
Canny John Lord O'Brian,
general counsel of OPM, put the
problem up to the justice boys
and In a letter which Attorney
General Jackson wrote to Mr.
O'Brien a couple of months ago,
but which is Just now being pri
vately circulated In Washington,
the whole procedure of "Indus
try Committees" Is outlined and
given department of justice
blessing. This letter will prob
ably go down as the charter au
thority for whatever Industry
controls are created, and If the
war lasts long enough. It Is a
fairly safe bet that theso com
mittees In somo way will be con-1

derson). The Industry commit
tee, In other words, cannot be
come tho "code authority" for
that Industry. OPM and OPACS
combined retain all the author
Ity as the defense department of
Internal economy, ministry of
supply, or whatever you want to
call It.
OPM-OPACS make all policies
for the Industry, in the public,
meaning the national defense,
Interest. The Industry commit
tees, to be selected and named
by OPM-OPACS, would make
recommendations.
HOW TO MAKE
IT LEGAL
In the case of the radio manu
facturers, their industry com
mittee might decide that, be
cause the army needed all the
automobilo radios or portable
radios the industry could turn
out, they should not make any
more sets in these two lines for
civilian consumption.
(Please understand they
haven't done this yet, and don't
let this piece be an Orson Welles
scare to make you rush out and
buy a pocket radio, just in caso,
But it might happen.)
The point Is, If tho boys in the
Industry decided to restrict their
output, without being aided or
abotted by the government, that
would be collusion, action In re
straint of trade, and therefore a
violation of the anti-trust laws
But If the radio industry conv
mittee should recommend to
OPM-OPACS that no more port
able or nuto radios be made, and
OPM-OPACS should decide it a
good Idea and tell tho manufac
turers not to make any more
portable or auto radios, that
would be perfectly legal.
Thero Is, however, a further
kicker in all this monkey busi
ness. According to the depart
ment of justice opinion, no indus
try committee is to have the au
thority to compel or coerce any
manufacturer to comply with
any of the OPM-OPACS recom
mendations. OPM-OPACS not
having that legal authority eith
er, tho only compliance with in
dustry committee recommenda
tions would be voluntary.
Using the hypothetical radio
Industry committee as a guinea
pig again, if any manufacturer
decided he wouldn't comply
with OPM-OPACS policies and

would go ahead and make all
the portable and auto radio sets
he could sell, no one could stop
him. The catch In such pro
cedure, however, might be that
the government would decide
not to give the non-compiler any
war department contracts.

going, you see, and that's how
It's possible to make Illegal NRA
procedure okay In wartime.

Hiring of CCC

NEWPORT, June 21 (AP) A
proposal that farm labor short
ages be met by hiring CCC
trooper to harvest crop was
offered as State Grange dele
gates dosed the. annual con
vention here last night.
In a flurry of last-minute
resolutions, delegates gave tacit
approval to the parity price
program by advocating crop
price control which guarantees
production costs plus 10 per
cent. They also decided to sup
port an initiative measure
which would require, a county
wide vote before pay of county
official could be raised.
Others asked: Adjustment in
rail-truck wheat freight rate
differentials; an increase in pay
from $3 to $8 a day for state
legislators; improved logging
highways; liberalisation of
spray residue regulations, and
expulsion of alien "Inimical
to the social and economic wel
fare of the nation."
Defeated were proposals for
a sales tax and a tax On all
real property. Delegates ap
proved, however, a resolution
providing for annual federal
payment of 2 per cent of fair
value on all U. S. owned land
within Oregon.

1 SLOW NOTICE
WASHINGTON, June 21 (AP)
An official "go slow" warning
was posted today for tire buyers
all over the nation, gasoline
users In the east, and electridty
consumers in the southeast.
To meet the demands of re
armament, stock piles of rubber
must be built up with imports
largely from the East Indies, so
defense officials ordered a reduc
tion henceforth in the amount
of rubber available for civilian
consumption.
Hydro-electric power in the
drought-ridden southeast is es
sential for the manufacture of
vital aluminum, so the federal
power commission announced
yesterday that it was ready to
urge adoption of daylight saving
time throughout the entire area.
And with scores of tankers
transferred from domestic runs
to British use, eastern motorists
got an official hint that it might
be necessary to ration gasoline
until new ways could be found
to bring in petroleum from mid-
continent oil fields.
America's 30,000,000 motor
vehicle owners appeared destined
to feel the first major effects
of civilian sacrifices.
The motorists, however, got
some encouragement in a move
by the price control administra
tion to "freeze" the price of
gasoline, as a barrier to unwar
ranted increases.

are varied. They require the

When John the Baptist saw
Jesus coming to him at the Riv

Lamb of God that taketh away
the sin of the world. By Christ's
death all the sin that lay cov
ered over on Jewish altar wa
blotted out. So did Christ do
for tha Hebrews of old. His
blood washed away their sin.
But what has He for us who
live this side of the cross? If
we are not to take a lamb from
the flock and slay it, then what'
are we to do to be cleared of
sin? The Bible answer that
Jesus Christ was Himself our
Lamb also. Therefore being Jus
tified; acquitted; counted righte
ous in God's sight by Christ's
blood, we shall be saved from
wrath thru Him.
So What For Us? Not' flocks,
herds or earthly things do we
count as our riches. But ONE
The Spirit Of God floods your
heart with godly sorrow for sin,
and gives faith in the cleansing
power of Christ's blood. TWO
