WASHINGTON, March 21 UP)
If there I such a thing a a
tun-foot polo In diplomacy, the
United State government 1
using it to keep away from even
tho appearance of taking the
allghtest part In any peace
moves which may bo going on
In Europe.
Under Secretary Welle. Presi
dent Roosevelt's fact-finding en
voy who sailed Wednesday for
tha United States, ha proved
magnet for all varieties of
peace and mediation luggeitlon.
However, on the evo of hi
departure, Welle said emphatic
ally that ho had not received
any peace plan or proposals
from any belligerent or other
government, nor had he con
veyed any such proposal to any
government.
A If to buttress what Welles
aid, the Whlto House chose the
same day to caution the country
against too great optimism In
announcement by both Stephen
Early, a presidential secretary,
and the president, who said the
government lacked any Informa
tion on the Hitler Mussolini
meeting Monday,
Behind this generally nega
tive attitude lie the following
explanation, according to most
rellablo sources:
To act as an Intermediary in
tho presentation ot peace pro
posals entails a tremendous re
sponsibility. In the first place,
the Intermediary Invariably cre
ates the Impression that the re
gards the proposals as worth
while conveying from one
enemy to another.
Besides throwing the prestige
of tho American government be
hind a set of peace terms, any
such overture confronts a bellig
erent nation with tho gravest ol
choices.
The belligerent may not feel
Inclined to accept the offer. If
ho rejects It, he rejects not only
tho enemy's terms but also the
good offices of the United States,
possibly his friend.
Then there is another reason
for the 10-foot pole. There is
no ..definite information tnat
President Roosevelt will not
make a peace move of great
weight and formality at some
future time.
Officials do not look for it
to come soon after Welles' re
turn. But it is not at all ex
cluded for some time later, de
pending on whether a great
military offensive has been
launched.

British Gunner Drops Pair

Hitler During Sylt Attack
By JAN YINDRICH
United Press Correspondent
SOMEWHERE IN ENGLAND,
Thursday, March 2V (U.R) A
22-year-old red haired air gun
ner today told how he dropped
a pair of boots marked "For
Adolf, . your fuehrer" on the
island of Sylt as royal air force
bombers attacked the German
air base.
The note attached to the boots
added:
"He will wear them out
getting away from us."
William Bell, who said he has
an uncle In Chicago, told about
tho boots. He said he "got
frozen up and was unable to
make a log during the flight."
Bell was one of 40 royal air
force crew members who re
turned unharmed yesterday to
their base after the raid on Sylt
in which they bombed a Ger

Paul Reynaud, New French
Chief, Has Strong Backing
Bf DEWITT MacKENZIE I
Paul Reynaud, who ha been
commissioned to form a new
French government to succeed
the Daladler cabinet In which
he has served as finance min
ister, is one of the strongest
men in the public life of France.
Reynaud has the confidence of
parliament and of the French
public, including labor, which
is no easy bloc tc handle In
France. He also has the confi
dence of Britain, a vital factor
in view of the alliance.
He possesses great vitality, is
wholly fearless and Is a man
of action. He has the additional
quality of steadiness and sound
thinking.
Reynaud is credited with be
ing one of the wotld's greatest
economists and it is the brilliant
work he has done for his
country in this line which per
haps provides the greatest rec
ommendation for his selection
to head" the government. Two
years ago he took on his own
shoulders the task of inaugurat
ing measures to achieve eco
nomic recovery and meet the
terrific rearmament costs.
This involved the clamping
on of measures calling for a
great deal of additional sacri'
fice on the part of the general
puDllc. Laoor had to give up
temporarily some of its cher
ished prerogatives, won after a
long struggle.
But Renaud not only carried
out his program but won the
willing cooperation of the na
tion. It was a result speaking
loudly of personality and lead
ership.
In the past 10 years Reynaud
has served in the cabinets of
Andre Tardieu, Pierre Laval and
Edouard Daladler, his retiring
chief.
Only five feet five, Renaud is
62, widely travelled, an ac
complished linguist, member of
the chamber of deputies since
1919 and backer of many un
popular causes. Those causes fre
quently have been won eventu

popularity.
