Reconstruction of
Goose Lake Water
Proj ect Assured
Reconstruction of the Goose
Lake Valley ' irrigation project
near Lakeview is reported vir
tually assured by Ray L. Brew
iter head' of the soil conserva
tion service area office at Klam
ath ' -Falls, who has received
word from Washington, D. C
that the water facilities board
has approved the plan for the
Goose Lake area.
- JThe plan contemplates the ex
penditure of $50,000 on reser
' voir and canal rehabilitation. It
la tn nrnvidi thft 100 nnprfitnrs
in the ; 52-square mile project
with a dependable water sup
ply, uncertain facilities have
plagued them in the past be
cause of a lack of proper main
t nance until, the Lakeview
ter Users, Inc., was organiz-
at the dose of 1937 to pur-
v.iase and operate the system,
The action of the water facil
ities board opens the way for
going ahead with detailed sur
veys of improvements to be car
ried out with concurrence of
. the water users under farm se
curity administration financing.
Preliminary general plans call
for alternate repairs in different-priorities.
The surveys will
determine how much of the
construction can be completed
with the $50,000, and which
work must be deferred for. later
completion under income from
project operations. Planning and
construction activities will be
directed through Brewster's of
fice. v .
. '. Lying off the north shore of
the dry bed of historic Goose
lake, the irrigation development
started off on an ambitious 40,-
000-acre basis under 1909 sur
veys. The unsuccessful sale of
small subdivisions to remote
purchasers was followed by out
side financing of a million and
half dollars and construction
of Drews reservoir, North
Drews canal, South Drews can
al, and a system of laterals.
Water first was impounded- in
Drews reservoir in 1912,- and
another reservoir on Cottonwood
creek was built about 1921.
..The 12,500 acres under irri
gation in 1920 dropped to 6000
acres in 1934. In 1938, 8500
. acres were irrigated. . i ne irri
gation project is considered es
sential, to proper use of some
33,000 acres below the ditches,
17,000 acres of which are esti
mated to be adapted to cultiva
tion under irrigation. The rest
is adjacent grazing land. - On a j
32,000-acre foot basis, water j
shortage occurred' nine seasons
between 1913 and 1935 six of
which were blamed . upon de
livery" of water from Drews
reservoir in excess of actual re
quirements when the supply
permitted, and to having to
leave the outlet gates of Cotton
wood reservoir open past the
ice danger because of weakness
of the gate tower. .
There are approximately 50
miles of main canals and 60
miles of laterals that distribute
the water from Drews reservoir
with its 62,500 acre-foot catac
ity and Cottonwood ' reservoir
wun io acre-toot capacity, it
was recommended by the bureau
of agricultural economics in its
initial over-all water facilities
area plan that the latter struc
ture should be repaired or aban
doned and cut through. Trouble
with leaks, sill decay and foun
dation erosion was found in the
flume system, though the later
als were, found to be in good
repair.
- The BAE concluded that ag
ricultural' development on the
project had been stagnant in
the past because of uncertain
wmnus Alum uib sys
tem's being owned by outside
interests, but that present, conr
trol by farmers living inside the
area warranted rehabilitation of
the system at low per acre cost
More Intensive farming is ex
pected to be made possible.
At the head of the tentative
list of proposed improvements
as requested by the directors
of the Goose Lake Water Users,
Inc., and concurred in by the
soil conservation service is the
repair and rehabilitation of the
Drews creek canyon section of
the North Drews canal system.
Other urgent betterments in
clude providing for an intake to
North Drews canal from the
tunnel at Drews dam, enlarging
restricted canal sections and re
placing deteriorated flume sec
tions with canals, installing a
structure at Cottonwood creek
crossing to replace the existing
flume, diversion dam and two
miles of canal; and provision of
turnouts and measuring devices
for laterals and two main
canals.
. In second priority is the re
construction of the flume struc
tures crossing Muddy and Drews
creeks and the removal or re
habilitation of other flume sec
tions in the main canal system.
Under whatsoever plan is fin
ally prepared it was pointed out
that certain work will have to
be deferred for handling out of
maintenance funds. In any case
it has been recommended that
full reconstruction and rehabili
tation of the Goose lake water
users irrigation system be com
pleted within ten years.
"Reconstruction of this pro
ject," the initial report pointed
out, presents an opportunity
for water users to obtain water
at a cost within its probable
actual value for a period of six
or eight years, after which the
cost will be reduced about 50
per cent."
