C. Chapman, editor of the Oregon Voter, in his address here Thursday night. The farce that the na tional labor board has made of its hearings has been pretty generally known over the country, but a first-hand account, given by an exceptionally able observer such as C. C. Chapman emphasizes the real character of these hearings and the need for a change in the government's labor set-up. American people generally expect impartiality from a government agency before which an issue is taken by two parties in dispute. The Labor Relations boards, in the Northwest and elsewhere, have functioned on an amazingly partisan basis; the officials of the boards have shown frankly that, before the hearings opened, they had made up their minds, and they have forthwith forced a course of the hearings that would substantiate those premature decisions. It is as if a judge decides be forehand that a man is guilty of an offense, and refuses , to hear any evidence to the contrary, regardless of how conclusive Wis. -' In jurisdictional dismites, such as the one that has damaged Portland for months, the labor relations board has been impotent and worthless, as was pointed out by Mayor Carson it the annual mayors' conference in Wash ington, D. But if you have any apprehen Siena that this is really a secret filibuster against the president's reorganization bill (which is the only other pending business) such suspicions should be relieved by the following somewhat amazing explanation of what happened on the inside to bring about the pe culiar situation: It seems Leader Barkley made a secret poll on the reorganization bill and found be actually did not have enough Totes to bring it up in preference to the anti-lynching bill. He will never admit it, and may deny it. because it was a bitter blow to the president's re organization plan. Wisely he de-1 cided not to let the White House take a defeat at the Outset of the session. He dropped the reor ganization bill and purposely let the anti-lynching filibuster fun develop. Thus while he and the other White House leaders are still smiling. they are only trying to cover up their predicament. DEVOTION The dental situation of the president and vice president is developing aspects of a major po litical move. When the V. P., Mr. Garner, had two teeth pulled the same day that Mr. R. had one yanked out, political observers were stumped. It could not be that Garner was trying to outdo the president. Perhaps it was just another example of perfect inside timing. The only thing sure was that congress was not responsi ble. because the pain was in their teeth. The real inside story ot it is now being related in the congres sional cloakroom by no less an authority than Senator Minton, good friend of Garner. Accord ing to him. the V. P. personally let it out through his swollen jaw (the one that has been locked since last spring) in personal con versation.
