In Prospect Again IT IS gratifying that the state highway engineers. in formed of the unacceptable features of the Main street underpass plan, went immediately to work on plans Nv hic h would eliminate those features and would keep this important project definitely in prospect for Klamath Falls. This certainly should dispose of any local suspicions that the commission prefers to spend the Klamath under :pass money elsewhere. Although the Main street pro ject is not on the highway system, it is on a highly important traffic artery and qualifies for grade separa tion work under the federal program. The state de partment is justified in ear-marking money for this ,Klamath project. Dead-ending a number of important streets in the -underpass area, as called for in the original state high--way department plan, is eliminated in the new proposal as verbally outlined in a letter from the highway engin eers. Instead, these will be made "stop" streets at the Main street intersection. Two of them already are stop streets at that point. : The new plan is more in conformity with the original . plans for an underpass prepared some years ago by Southern Pacific engineers and City Engineer E. A. Thomas. While preliminary sketches have not been received, the information from the state engineers gives rise to new hope that the underpass project can be worked out satisfactorily. New Settlers and New Land - IT IS estimated that 30,000 new farm families have I settled in the northwest in the past six years. Last year's migration, chiefly from drought-stricken areas, is said to have totaled about 10,000 farm families. , Reason for real concern is found in statistics which show that of 20,000 recent settlers, 48 per cent had settled on unimproved land, 24 per cent on abandoned land, and only 28 per cent on good farms. In other words, a considerable portion of the farm ers from the drought areas have merely moved to prob dem farms in another section of the country. If this continues, living standards are certain to drop, and the general effect on the northwest is not going to be de sirable. Land opportunities are not what they used to be. Such authorities as the Northwest Regional Planning commission are giving consideration to the need for more productive land in this region to support more agricultural population. Such studies naturally turn to irrigation possibilities. A Portland business survey ,reports rough estimates of 10 million acres of land in this region that could be brought into production, chiefly through irrigation. - In our own area, there are possibilities for increas ing the producing areas materially. Such projects as that for reclamation of the Tule lake sump area sug gest these possibilities. Study and effort should be devoted to their realization. Certainly if land opportunities are not increased, this influx of new settlers is going to create serious problems, in fact, it has already done so. A Los Angeles post wins the drum corps title at the national Legion convention. Well, we can safely remark that it was fortunate for Los Angeles that Klamath wasn't there. Deer hunters who come home alive are a welcome sight for the family, even if they don't bring a dead :deer. The federal building commit tee of the Klamath chamber of commerce faces the task of either finding eho:1 per sites for the fed eral building which the govern ment has promised Klamath Fails or getting lower prices on the sites under consideration. The president is believed to be bent on finding out if he can catch sufficient enthusiasm for his defeated con gressional program to warrant calling an extra session of con gress. (of course. this is general deduction. Nis personal purpose is locked in his mind. which has not been unusually communica tive lately. Yet nearly everyone In Washington credits him with that Intention.) The trouble with this nu.thol is that crowds do not accurately express popular opinion. Nor do the political flies which usually swarm about presidential trains looking for patronage honey and photographers to snap their pic tures in the limelight. For instance, on Mr. Re trip to Texas last summer. he saw the wrong people and came back with some enthusiastic ideas which did not pan out. Also if the sage farmer's w i f e from Waterville. Kansas, comes down to meet the train and applauds the president, it may not neces sarily mean she is for the Wag ner housing law or Justice Black. Few presidents have been able to see through the delusions which always hover over presi dential trains better than !kTr. Roosevelt. but it is almost im possible for any president to get the whole truth. One of the new dears biggest failures, administratively, may never be known outside, that is, officially. Mr. Roosevelt is try ing to do his own house-cleaning quietly on it, before congres sional charwomen get into the difficulties of the federal com munications commission. This is why Frank MeNinch was recently transferred from power to communications. He is considered one of the hardest boiled, most-efficient administra tors in the new deal. (Hoover ap pointed him as a reward for bolting the North Carolina demo cratic ticket because of Al Smith.) McNinch is known as a nickel-hugger. He made the power commission work with minimum personnel. In fact, he made the power companies pay part of his expenses for regulat ing them.
