In Now England, as elsewhere
over the east, the task of feeding
the thousands of homeless and
refugeeu croaled a serious situa
tion. Industry was at a standstill
down the rich valleys of the Con

rivers.
The great textile mills of Low

20,000 persons made Idle. Thous

Up In Maine, martial law reg

scoggin river. Communication
was established with the town of
8,000 today. The lownifolk were
surrnrlug soverely. Five hundred
families were bolng cared for by
state military and local author
ities. Farmers, leaving their lowlands
for the town, took with them food
and milk, thus averting a short
age. The desolation In Hartford was
described by Hobort Mnotlregor,
Hartford newspaper man who flew
ovor tho city:
"Itoof.i of houses penetrated
Iho rushing blanket of water like
tiny Islands.
"llralnard Field hangars ap
peared like tilted rafts; colt's fac
tory was surrounded by water and
reaombled the government build
ings on Ellis Island lu New York
harbor.
"The flock of people who lined
the wator front appeared like
black moving chain. The Willi
mantle railroad bridge was sub
merged on one end, and seemed
to tip Into the water like a roller
coaster."
The threatened milk shortage In
Boston wns averted when 30
trucks arrived from the New York
dairy area. '

LONDON, i March 21, (U.B)
Great Britain Thursday called up
on Gormany to contribute to the
peace o( Europe : by accepting
proposals to avort'war and cope
with the economlo depression as
agreed upon by the Locarno
treaty signatories.
The agreement was published
as a government white paper
and described to the house of
common by Foreign Secretary
Anthony Eden.
Mutual Harrlflcea Urged
His appeal for German cooperation-followed
a foreign office
conference with Joachim von
Rlbbentrop, Chancellor. Adolf
Hitler'a diplomatic agent.
Rlbbentrop told Eden Germany
Is not able to accept any pro
posals Imposing unilateral con
ditions on the relch. Eden
stressed that mutual aaeriflcea
are necessary to make possible
a solution of the European crisis.
Not An Ultimatum
Eden - assured the German
delegate, who later sat with the
League of ' Nations council In
private sessions at St. James
palace, that the Locarno pro
posals do not represent an ulti
matum nor pact Germany la
requested to sign on the dotted
line. ' They ' denote simply an
offer for Germany's considera

to settle the present European
diplomatic conflict and lead to
a new deal In Europe.
Describing the agreement In
the bouse of commons Eden con
firmed that the Locarno signa
tories proposed a world economic
and disarmament conference.
