Thia effort to help the American family toward home ownership is a step toward greater national welfare, and congressional approval abould be forthcoming. This program wisely in clude, steps which will help prevent the loss of homes by those already em barked ob a home-ownership program but who axe finding the financial bur den too great in a time of economic strew. While we give approval to the na tional movement to lessen the burdens on would-be-home-owners, it is well to remember that national program can not accomplish this alone. There is much that must be done locally, if home ownership is to be made the easy and practical thing for the local family to aspire to. That is something to keep in mind as we seek to reduce the in creasing burden of taxation, which at the moment is one of the deterring thoughts in the mind of any man who considers the matter of acquiring his own home. ' If this program is to be the success we hope for it, home ownership as well as home acquisition must be made at tractive, and there must be a recogni tion of local responsibilities in connec tion with the national effort 4 Fine Example of Generosity OUR attention has been called to the laudable voluntary relief work be ing accomplished by the people of Klamath Agency. The Women's .club,' the Federal Employes Union, Mr. C. A. Goasett, Mr. Fred Moffat and Dr. Pat terson, are among those who have taken an interest in the effort. The women's club has been meeting each Wednesday to sew for the needy of Klamath Falls, the articles being dis tributed among relief agencies of this city by Mrs. Patterson, the president of the club. At the last meeting of the Employes' union it was decided to donate to a Klamath Falls charitable institution the total of one day's pay each month for each employe for a period of three months. This amounts to approximately $200. The Klamath Agency people have given no publicity to this generosity, but for the example it sets at a time when we are embarking on the Christmas cheer relief program, it deserves to be made known. Male Gallantry It Waning? AN indignant yonrtg woman called at the editorial desk a day or two ago to report aa incident which would indicate that they are ritrht who say male gallantry in on the wane. It was on a morning of icy sidewalks. A woman, walking on Maiu street, slipped and fell, near where several men were loitering on the sidewalk and curb. There was no movement to help her up, even though she obviously was injured in the fall. The woman finally aked if some one would assist her, declaring she was hurt Though she held up her arras, several men passed by without giving her a hand before one came with the gallantry enough to help her to her feet Even he moved away with that By this time our young informant had ar rived, assisted the woman into an office building, and left her in care of the elevator girl, who promised to take her to the physicians' floor for treatment of an apparent collar bone fracture. It is to bo hoped that this was an Isolated incident, and that the men who stood by or parsed were not typical. If such is not the case, things are com ing to a pretty pass, indeed, among those who boast the title of the strongr sex. This newspaper welcomes communi cations such as have been received in increasing numbers in recent weeks. It desires to make this page an open forum for the presentation of thoughts oh matters of public interest. It asks, however, that the writers of these let ters seek to hold them to 400 words. This request is prompted by space lim itations and the knowledge that shorter articles will receive wider reading. Rambling Comment THERE will be no relaxation of the foreign effort to attract the Amer ican traveler, it is stated by Thomas P. Henry, president of the American Auto mobile association, on his return from an eight weeks motor trip in Europe and North Africa. That means that those seeking to sell the recreational resources of America must be prepared to meet this strong competition. The aggressive program in behalf of north Pacific coast recrea tional attractions, so well carried on in the past two years, must be continued, if we are to make the most of the work already accomplished. Those who know Henry Brooks Van Duzer, and those who know his works for the welfare of Oregon, will heartily endorse the action of the Portland Realty board in conferring upon him the title of Oregon's "first citizen" for 1931. The canal skating project is further evidence of the active mind of the city's police chief. At Eugene, they are using aluminum to give the community Christmas tree a silver coating. Jack Frost did the work for rows of Christmas trees in Klamath Falls Saturday morning. Don't forget that Christmas seal's make attractive "stickers for Christinas packages, and have a most worthy purpose. The folks down at Bieber are mak ing preparations to re-build the busi ness block destroyed by fire last week. Modern and attractive buildings will soon symbolize the fine spirit of that community and its citizens. Contract Bridge By 8PECEB 8. KAPP It has been Mid, though it Is tar from correct, that Culbert aon players rarely play a hand at No, Trump. As a matter of fact, a pair of good Culbertson players will end up at No Trump en a large per cent of their hands, bnt will do so only after they hare Investigated and dis covered that they hare no suit which ia more advantageous. However, the first time that a No Trump la bid. either aa an Original Bid or as a Takeout, there la no expectation or de sire that this should be the final bid. It la made simply for the information that it sires, to tell partner definitely the number of Honor Tricks held. It also makes the statement that there ia no Biddable Suit In the hand; and, II it is a Takeout of partner's auit bid. One No Trump gen erally denies Normal Trump Sup port for partner's an it. Another very Important func tion of No Trump when used as a Takeout Is the matter of keep ing the bidding open tor partner. No Trump does this with the smallest possible Increase in the contract, thus tearing the way clear for a new bid by partner on the next round. One thing to remember about No Trump bidding In any situa tion la that one abould always make the largest possible bid at the first opportunity. If your partner opena with One Heart and you reply with One No Trump, you are aaylng positively that you do not hare the Honor Tricks necessary to go Two No Trump. The Culbertson system is .particularly adapted to the giv ing of exact Information, and it la Just aa bad an error to mis lead ones partner with an un derhld as H is to orerbld. If the Original Bidder baa no biddable suit, but has EU Honnr Tricks and all four suits stopped. ue oiaa "Three No Trunin." He blda "Two No Trunin" with 4H Honor Tricks (five. If vul nerable) and three suits stop ped. Partner will raise this to three" with 1 Honor Trick plus": or will bid "Three In A gulf with 1 Honor Trick and 6-card Biddable SulL If he happens to here S Plarinc Tricks and a 6-card Major, he can go to "game"' in the Major; or to "game" in a Minor with Playing Tricks and 7 trumps. In these lant cases, the number at Honor Tricks Is immaterial. To bid "One No Trump" orig inally requires H to 1 Honor, Tricks If 1st or 2nd hand; or 3 to I "plus" Honor Tricks If 3rd hand; or 3 "plus" to H4 Honor Tricks if 4 th band. The higher ralues are used when vulnerable. After this "One No Trump," the partners first choice aa a response is to make a Forcing Takeout of "Three In A Bull," the requirement being at least 3 Honor Tricks and a Biddable Suit: or, t Honor Tricks and a Twice Re-Biddable Suit. The next beat thing is to go direct to "game" In a auit, with t Trump Tricks In a Major or 7 Trump Tricks In a Minor, with no particular requirement aa to Honor Tricks. Neit choice is to bid "Three No Trump" when holding 1 Honor Tricks and no biddable auit. Or, the partner of the original No Trumper can bid "Two In A Snlt" with t V, Honor Tricks and a biddable 6-card auit or 1 Honor Trick and any t card auit. Lacking any of the abore, he says "Two No Trump" If he has 1 "plus" Honor Tricks. The Original Bidder would raise thia last bid to "three" if he has H Honor Trick more than shown by bis original bid. When used aa a Takeout of an original "One In A Suit," "One No Trump" sbows 1 Honor Tricks distributed In two suits, or 1 Honor Tricks in the same auit. With Honor Tricks plus," and two other suite stopped, the takeout la "Two No Trump;" and with I Honor Tricks It la "Three No Trump, Such a Takeout generally Indi cates lack of Normal Trump Support- for partner's auit, although, with either 4:1:3:1 or 4:4:1:1 distributions, It la better aay Two No Trump than to give a aiugle raise to partner, and It la much better to say Three No Trump than to raise partner to lesa than game. Such No Trump Takeonta also show the lack of a Biddable suit in most cases. When It la a reolr to an one. inai Forcing Bid, "Three No Trump" Indicatea that there la at least 1 H Honor Tricks In the nana; and the "negative" Two :o Trump almplr keens the hid. ding open and denies ability to maae a oetter Did. In fact, after any --lorce. a reply of a mini mum nnmber of No Trump is made only for the purpose of Keeping tne bidding open and to deny any strength which has not been previously shown. However, do not do this after a Takeout Double by partner, as a No Trump In this position Indicates at least 1 Honor Trick and the opponents auit stopped; and, wun a worthless hand, one should bid their longest suit. The most frequent situation In which No Trump becomes the final declaration la where each partner haa a suit, not Re-Biddable, that ia not supported by the other. If either of them holds an additional Vi Honor Trick (1. e. abore the 1 Mi or IK they hare already shown) they will indicate It by a Takeout of a minimum No Trnmp, after which the other partner will go to Three No Trnmp It be also holds ft Honor Trick over what he noeded to make his previous bid. Next week we will discuss bids of Three,' Four and Five In a Suit. Klamath Palls. As a concrete example: The undergrade crossing oa Main street waa a much needed Im provement. It would afford a payroll and make of Main street commercial artery, . which would raise the rent on Main street, give fire and police pro tection to all the tax payers and add to our tax aaseasment rolls enormously. This haa been pre vented or postponed by the leerue. People on the east aide Toted for the new fire elation and were promised an undergrade crossing if the station waa located at Its present place. We had a lot pick ed out on East Main and Main hut that railroad crossing waa in the war of the down-town section.
