OREGON December 7, lfl.1i Editorials News of Other Days Place Names Women's Features Delay Holds No Advantage "PUTTING OFF" HAMPERS PROJECT, Democrats Organize House 'Action On Canal Nearly Too Late rxELAY is a common and wasteful tendency in public as well as pri vate matters, and must be guarded against constantly. Its uselessness is exampled in a number of matters which have come to the attention of public and semi-public groups here in recent months. City officials, it is reported, have asked the city attorney to draw up a bill providing for the government canal enclosure, to be sent to congressional delegates for action at this session of congress. Senator Steiwer was here two months ago and at that time asked for some expression of desire on the part of Klamath Falls people regard ing this project With copgress al ready in session, and many other mat ters pressing for time, the local project has far less chance of getting attention than it would had action been taken here several weeks ago. . For several weeks, the city council has been confronted with a question of building code violation, but has delayed coming to a decision. The building in question has now become firmly an chored, although it is understood the council will require its removal. There seems to be no particular rea son for delay in putting the civil sen-ice system into force in city police and fire departments. Examinations were held several weeks ago, and there has been some shifting and restlessness among employes since that time. The eligibil ity lists are ready, and the system ought to be put into effect While the work on the Esplanade bridge is most satisfactory as it now proceeds, and seems to meet the prob lam. there, it- would have been better had it been pushed to completion be fore the season of frosty and icy streets set in. These are a few examples of the tendency to "put things oif." It is noteworthy that in none of them was advantage gained by delay, and in at least one a local project is put to a disadvantage for this reason. Nature provided its own decorations for the out-of-doors world Sunday, with results that human hands cannot hope to equal. Situation Interesting, But Not Very Hopeful CONGRESS organized Monday, with the democrats in power in the lower house and with democratic Rep resentative John .Nance Garner elected speaker. The situation thus becomes one which the whole country will follow with more than usual interest in congressional ac tivities. Of greatest interest, of course, will be the treatment of President Hoover's legislative program by the democrats. Garner is quoted as having said that his fellow congressmen will follow no policy of mere obstruction, but "as for truce why, that'a impos sible!" It is not altogether an easy situation for the democrats, in spite of their new majority power. With power goes re sponsibility, and henceforth the repub licans and Hoover, who have been given most of the blame when things have not been just what they ought to be in the country, may be able to shift some of the burden to other shoulders. Garner has said that democracy would present a legislative program of its own. On some matters, such as tax increases, where the suggested plan will be none too enthusiastically received, however necessary, the democrats will probably prefer to let Hoover do the proposing, give it to him, and with it the blame. It promises to be an interesting ses sion indeed. At this .moment, in fact it looks more interesting than hopeful. Feeding Birds Found Worth While FARMER folk report that mountain and valley quail have deserted their wild haunts and have come close to the homes of man in search of food during the winter famine, and of shel ter from the cold Weather. Out on the Rock creek road, many families have been feeding the quail, while a woman at Beatty has provided food on her front porch daily to 67 of the little birds. Feeding birds in winter is a most pleasant procedure, and those who live in suburban areas where the birds come close to their homes are to be envied. Often, however, one living in town will find a hungry bird nearby if he scatters a bit of grain from the back door. Those who welcome a new friend might find the attempt worth while. The seconds passed like hours as Mary leaned back against the wall, straining her ears to catch every sound. Then Bates reap peared so noiselessly that be startled ber. "All serene," he reported. "The old man's door Is locked and The Fly Is back In his stateroom three, l?n't It?" Mary said "Yes." "I heard him moving around and there's a light under the door. Yon run along to bed now and old Henry Q. Hates will take care of things. I'll camp right up there on the upper deck In a chair where I can see both your atate room door and Mr. Jupiter's. Run along, and pleasant dreams." Mary wrung his hand. "Bates, you're a darling!" "Sure I am. But listen, what's the program nowT We didn't find a thing In I)e Loma's room. Not a thing. Had to tear up carpets and everything. You didn't wor ry, did you? Anywow, your neck lace Is safe right here In old Bates' pocket." He reached Into a capacious Inner pocket and drew cut the rolled-up bundle of nap kinunfolded It bit by bit In bis palm, saw that It was empty, A horrible, pop-eyed expression frose on Ms face. "It's gone!" he gasped. It was like the last groan of a dying man. "Do you mean to say you didn't know that, until now?" Mary cried. , "Yon picked up an empty napkin I've got the necklace. It's safe In Mr. Jupiter's safe." Devoutly, Bates ejaculated "Oh, my God!" His arms (ell limply at his sides. "Well, how did you what did you did you hart any trouble " he stuttered, overcome with shame. "Plenty! I got back with It. but my halr'a anow white. Tell you all about It in tht morning. Now don't you fret it wasn't your fault!" It was ber turn to pat his ahoulder reassuringly. To help him out, ah changed the subject, "Can ws get under way at one? Did you sea Bruce and the Countesa anywhere. "They're on tha pier the kid's gone back for them now. By the way, here's something your fat friend aent you. Ha we silting on the dock waiting when I came up be wouldn't give it to the sailor." He handed Mary a thick enve lope. Curious, sha toak U to her room. A single sheet of not paper held these words: "Here's the dope. Keep these. I've stole 'em out of the morgue, and I've got to return 'em. But I couldn't re sist telling yon tba good news." There were clippings, yellowed, ringed about the Word "Da Lo ma" with a blue pencil and stamp ed on each clipping was a date the date of Its appearance In a Miami paper. The clippings, read in chronological order, gave the newspaper account of the doings of the celebrated French actress, Louise De Loma, on board a Ha vana Una steamship, way back In the year 1924. The steamship line and all other parties concern ed had evidently succeeded In bushing up the matter pretty thoroughly, but enough had leak ed ont through the ezclted tales of fellow passengers to show np tha lady as an adventuress of an old, familiar type. Sha was not de ported, but evidently sha had been only too happy to accept the hint of Miami police officials and return to Havana Immediately. At any rate, aba went threat ening that ber husband ' would sue. There wss no record In the clippings of any suit being brought. There, on the sun deck, ss he bad promised, she could see Bates' dsrk figure In its steamer chair, silhouetted against the lighter sky. She felt as though she had dropped a heavy burden from her shoulders, e e The sun was shining In her stateroom porthole, when she awoke. Mary stretched, easing her cramped muscles. Sha had been so exhausted that she had slept without moving. With the action, vitality rushed back Into her refreshed young body, and she bounded out or bed, pushing her hair out of her eyes. She looked like a slim boy In her rumpled silk pajamas aa ahe ran to th porthole and peered out Batea had vanished from his post long since. Far off on tha horizon line was something that might be either clouda or land, but In between waa sea, a calm expanse with only here and there a whitecap to break tha blue green, mirror-like surface. There waa an occasional roll of the ship as it was caught by a half-sea, and a slight quiver of tha deck as tha powerful en gines drove them through the At lantic at It knots. It waa such a glorious morning, and ebs felt so Invigorated by ber night's sleep that the events of the night be fore retreated to tha back of her mind like a bad dream. Anything was possible any nice thing, that is on a day like this. Even Dirk might have re lented and forgiven her. sha bummed "Happy Days" aa ahe splashed In the shower, then gar herself a drubbing with a towel, filled the air with an extravagant cloud of bath powder, and set about dressing with a light heart. She donned a plain white linen frock, white ahoes, a little bin coat with brass buttons and bins beret. "And am I hungry!' ah ex claimed, as sh strapped on her wrist watch, noting with surprise that It was almost 11 o'clock There waa no on on deck, so ha went below to the dining sa lon. Apparently she waa not tba only late sleeper. Sea air had played Its tricks on th Test, as well. She was hardly prepared, though, for the acen that met her eyes. De Loma sat stiffly In bis chair, at the foot of th table, atabblng at his grapefruit with a vicious spoon. At his left Louise aat listlessly, looking, Mary thought, a little greenish about the mouth as though something eaten th night before and the roll of th boat were not agreeing, quit. Bruce, his fac like a thunder cloud, aat on Louise's right, add In the master's chair at th head of the table Mr. Jupiter applied himself steadily and not too si lently to a generous plat of scrambled eggs and bacon. "Hello, everybody!" Mary call ed out brightly, "and a pleassnt morning!" Her good humor brought no response. De Loma and Bruce barely nod ded. The Countess did not even look up. Mary slipped Into a seat at Mr. Jupiter's left th remain ing chair was Captain Hendricks', but the doughty captain break fasted m mus ilfala hour.
