The budget estimates of the four major levying boards are announced as with in the six per cent limitation, and un der the law may be put into effect with out approval at an election. The law requires, however, that be fore these budjreta become effective, there must be taxpayers' meetings at which the people who foot the bills can discuss the budget with the levying board . For the information of the pub lic, the dates of the four major budget meetings are presented together: Klamath Union High school, No. 2 December 1. Klamath Falls School District, No. 1 November SO, City of Klamath Falls December 7. County of Klamath December 80. These meetings are for a discussion and explanation of the budgets. Un doubtedly, after weeks of hard labor and the closest figuring, the budget committees will be happy to explain the products of their work to any who wish to know more than the cold, printed fig urea tell. That no elections are re . quired, however, is a pleasing circum stance, for it means that voluntary levies have been kept within the six per cent limit, a fact undoubtedly meet ing the general approval of the tax payers. Rail Livestock Shipments Gain LOCAL livestock shipments by the Southern Pacific railroad this year are fifty per cent greater than last year, it is estimated by District Agent L. L. Graham. This is due to the feeding program in the Tule lake country, and to the fair "starvation rate" established by the Southern Pacific to facilitate round trip livestock shipments to the feeding grounds. The Tule lake country, where the haystacks are like houses in village, and where the land is black with cattle, looms large, indeed, this year when other areas are less favored. It is the feed-rack of a livestock empire. Portland policemen must make the most of time spent in target practice. They are coming out better than the average officer in gun battles with bandits. Although she dreaded the encoun ter, It was Just what she had hoped for an opportunity to dis Giving Thanksgiving A Permanent Date THANKSGIVING, whose origin we associate with the Pilgrim Fathers, owes its permanent place on the cal endar to event which occurred more than 200 years after the feast of wild turkey which we consider the first Thanksgiving. It was in 1866 that Thanksgiving was first nationally observed on the final Thursday in the month of November. The appointment was made by Presi dent Andrew Johnson, and it came about through the efforts of a woman, Mrs. Sarah Josephs Hale, editor of "Godey's Lady's Book," the story of whose efforts in behalf of a permanent Thanksgiving date is told in the Chris tian Science Monitor by A. II. S. For eighteen years Mrs. Hale had been patiently editorializing for the selection of a definite date for Thanks giving, when in the midst of the Civil War, she asked that if, "in a time of national darkness and sore troubles, shall we not recognize that God never faileth . . . ? Can we not, then, estab lish our yearly Thanksgiving as a permanent American National Festival, which shall be celebrated on the last Thursday of November in every. State of Our Union?" . President Lincoln, however, had al ready proclaimed Thanksgiving in that year in August, because of the victories of-Vicksburg and Gettysburg, and the following year he again proclaimed a date in August for offering thanks. The first Thursday in December was set aside in 1865 by President Johnson, but in 1866 he designated the day Mrs. Hale recommended. It was received with national approval, was so designated the following year, and is so observed today. Mrs. Hale not only was responsible for the designation of the last Thurs day in November as Thanksgiving day, but she was credited with having per suaded President Lincoln to issue the first national Thanksgiving proclamation.
