President Hoover A Lone Wolf
TVTHEN both houses of congress jammed the bonus
certificate loan bill through this week in face of
protestations from Secretary Andrew Mellon that it
would impose a burden upon the financial structure of
the country, and the solemn warning of President
Hoover that he would veto it, the country was all but
presented with the spectkjle of a dominant political
party repudiating its leader. Th action provided an
other vivid illustration of many of the present session
that congress is not willing to follow the president and
.will roam about if it takes them all over no man's land.
Although there are none but who are willing that
every reasonable consideration be extended those men
who served the nation under arms during the World
war the concensus of opinion is that President Hoover
is right Many will applaud him for having 'he courage
to stand by his convictions in vetoing a measure which
has received an overwhelming vote of the senate and
house of representatives, and which he knows will be
come a law despite his veto. It is a stand which will
perhaps make the president unpopular with hundreds
of thousands of World war veterans all over the coun
try, but he is not considering the applause which would
come from between two and three million veterans were
he to accept and sign the bill. Instead he is booking
the opposition of the .veterans and of a majority of the
republican members of congress who are determined to
go their way whether or not it leads where the presi
dent travels.
It begins to appear that President Hoover is playing
the game of the lone wolf. At no time during the
present session of congress has he been accorded the
solid support of the republican members of congress
and the veterans bonus certificate loan bill, one of the
most clean cut issues of the entire session, finds the
president alone and unsupported by the senators and
representatives of his own party.
Whether the condition is a lack of leadership on the
part of the president, or whether he is dealing with a
congress so-cross-sectioned with conflicting views as to
make it impossible for any living man to lead it, we do
not know. But one thing we do know: the president
and a large number of the members of congress of his
own political faith are about as widely apart as the re
publicans and democrats of the same congress
