late General Council of Indians
held at a meeting at Williamson
River, and particularly with re
gard to th matter that lie with
in the authority of the mi .nbers
of the reservation to consider In
their Council.. .
It Is contended upon the part
of the people upon this reserve'
tion, they being citizens ot the
United State and of th State of
Oregon, that certain Tight, are
vested In them, that they may ex
orcise the same as any other cltl-
sen, and that ia to aay that the
Federal Constitution makes
guaranty ot the right to assemble
together peaceably and exchange
their view, upon any and all pub-
lie question affecting their ocono-
mlo and general welfare, aa well
as embrace any religious dogmas
for belief, and that these right
are not privileges, but are Inviol
able as vested rights In their sev
eral citizenship.
That It was a right that the In
dian oitlsenry possessed at their
recent Indian Congreaa to assem
ble together and take op for con
sideration any and all questions
pertaining to their affaire and
rota tbelr views thereon, tha right
ot assembly and free speech upon
public qnestlon is a sacred right
that Is also a guaranty under the
state anl federal constitutions.
And that tha question ot the dele
gation sent to Vaahtngton to look
after and car for th business
of the people on the reservation,
and their entering into an ar
rangement for the employment ot
an attorney la Washington at a
tea ot $100.00 a week and to be
paid out ot the money that war
appropriated for the purposes of
defraying th. expenses ot such de
legation, the suits pending la th
Court ot Claims and Tribal Coun
cil for these Indians was submit
ted to the General Council meet
ing, and that Mr. Levi Walker,
the chairman of th. aald meeting
Informed the member present
that no money could be taken
from the appropriated fund of
110,000.00, aa this money was to
pay for the expenses ot the bound
ary eults, expenses ot delegates
and Tribal Council changes.
That the secretary ot the Inter
ior informed the Klamath delega
tion that there was no law by vir
tu of which he could approve
euch contract ot employment of
an attorney.

Chairman Walker wa done sole-

their delegation In Washington.
That the business committee
during the last fall made a request
upon Commissioner Rhodes to
frame op a set of rules and regula
tions by mesne ot which to govern
general councils, that he Informed
the committee that these rule and
regulations were not necessary or
required for general councils and
assemblies of th Indians,
