They are not only interesting, .but very surprising. During the past year and nine months there have been collected in fines $37,194.25. It is this stupendous sum that has brought down upon the head of Mayor Walters the wrath of those who are leading the fight against him for re-election. But when you look into those figures, there should be a different tune on the program Of this sum $22,455.25 was COLLECTED FROM BOOTLEGGERS AND DRUNKEN DRIVERS. You can readily understand why the bootleggers are against Walters... $12,636 was collected from drunks, but of this sum only a little over one-third was contributed by loggers nd timber workers. 1 This sum would have been considerably less if it had not been for the fact that in practically every instance the arrest was made because of a "I'm-a-better-man-than-you" argument, with the result that the disputant was housed in the city jail for the night and was greeted by the police judge in the morning. The policy of the Watters administration has always been, and the police force has been instructed, not to arrest any workingman who could take care of himself, or whose friends would care for him, or was not disturbing , the peace, but when one was told to go home, or resisted the officer when he undertook to lead him toward his room, then place him in jail. That accounts for one-third of the fines against drunks, and also accounts for the charge that the oolicy of the Walters' administration was against the wcrLan. The reverse is tiue. The balance, $1,757, was collected for miscellaneous offenses. Turning back to the two years between 1925 and 1927 we find the fines for bootleggers amounted to $5,390.55; drunken drivers, $1,390; drunks, $2,386.25; miscellaneous, $677. The total fines collected for those two years amounted to $9,843.80. In these figures you have the story of why Mayor Watters is being opposed. What is your answer? , There is something else I want to bring to your attention, and that is the matter of the Strahorn bonds. .- I am deeply interested in these bonds. So are you. We all want them paid every dollar of the whole $300,000. That money belongs to the people of this city, and they are never going to stop fighting for it until every penny is paid back. I want to tell you that the matter is nearer settlement now than it has ever been. That Mayor Watters has made" such headway that I am personally convinced that he is going to win his fight without a lawsuit. I want him to stay in office until he returns that money to the treasury of the people, and I am hopeful that he will accomplish that before this year is ended. He has been carrying on this fight quietly, earnestly, successfully, and there is nothing that has happened in Klamath Falls since I came here that has given me so much satisfaction as the present status of this question. Can you afford to interfere with the success of his fight? What will happen if .a new man goes in? Start all over again 7 Two years roll by quickly, and what will happen if he is in about the same posi tion that Mr. Watters now is, and another mayor is elected then? Dont be fooled.
