public hunting ground ; and it has recently seen the
closure of a substantial area to hunting in the upper
Klamath basin.

from the city council race, Klamath Falls has lost
one of the most vigorous, aggressive, far sighted and
constructive thinking public servants that ever served the
city.

v. - Mr. Balsiger is an original thinker andNa , man who
has the courage of his convictions. Time after time he
has taken direct issue with the rest of the council on
matters involving vital questions of city government;
time after time he has presented unanswerable argu
ments in favor of his stand'and swayed the majority in
his favor. Occasionally the rest of the council, "stood
pat" against Mr. Balsiger, but that -'fact 'never caused
him to vacillate one inch. ' '
Mr. Balsiger - is essentially progressive-minded.
Throughout his four year tenure, he was constantly urg
ing action. ' Where others might side-step some issue,
Mr. Balsiger would step in and face the matter fairly
and squarely, however embarrassing to him or the
administration.

He has done more than his share in community better
ment, but his abilities in this direction have been so
outstanding that if it were in our power, we would have
