FRIDAY, OCTOBER 12, 192$ Organize Against Huge Reserve Throughout this controversy arising over the Tule Luke Rame reserve question, this newspaper has main tained nri attitude towards the United States Yiiolotricitl Biirvcy of co-operation and compromise. When others would have denounced the government bureau, the Her ald has suggested moderation and caution. Today, by reason of the arbitrary action of the Bio logical survey in closing 7500 aires of the 10.300 acres of unlcased marsh land on Tule lake, our position is changed. . Without consulting Northern California or Southern Oregon districts, without waiting to consider the counter proposal of the Klamath Sportsmen's association, these bureaucrats of -Washington, D. C; peremptorily set aside this huge area as a game reserve, leaving only a mere 2800 acres for man j hunting. If the power that established the Tule lake reserve had emanated from an absolute monarch, it could not have been more inconsiderate or oppressive. Some 3000 miles away, an officious group at the seat of government, decide to. set aside a reserve. Were the districts affected consulted? Was this public matter brought up for public discussion? Of course not; that, apparently, is not the line of reasoning followed by the United States IJiolog iral survey. Instead, the President i asked to sin an or der, and before the luj)lic realizes, their shooting ground is taken away from them. Tule lake is the last big public shooting ground in the West. It is nationally known as one of the greatest duck and goose habitats in the world. Within its boundaries every Tom, Dick and Harry can shoot to his hearts con-' tent, without being forced to pay a fancy price for mem bership in select gun clubs. ' To the north of Tule lake and to the south along the same general migratory fly-way all duck marshes have' been grabbed by wealthy men who have formed scores; of hunting clubs to which only the rich und the prominent are bid. The ordinary citizen is denied the right of hunt ing because what should be public shooting grounds have been appropriated by private gun clubs. - Insofar as these gun clubs arc concerned, Tule lake Is the "only fly in the ointment.' The large toll of game birds taken on Tule lake is not to the liking of these select sportsmen. They grumble about scarcity of birds and wonder if there isn't some way of closing up the gap on Tule lake. . We have not one scintilla of evidence against these gun clubs by which they could be linked with this sudden and arbitrary closure on Tule lake. Hut whether they were or were not .it is certainly a move which will hurt the public shooting ground hunter and inestimably bene fit the private club hunter. This newspaper has, from the first, endorsed, and does today, the general proposition of a moderate-sized game reserve on Tule lake. Tentatively we believe the southern boundary line should be a mile north of Hotel Rock, and that a strip of .marsh a quarter or half mile deep should be kept open on the east and west boun daries of the reserve. Rut we are unalterably opposed to a reserve as large as that set aside by the United Slates Biological survey. Words have not been minced in this editorial. When the Biological survey did not chose to even grant Klam ath the courtesy of a hearing on the matter, any support that bureaucratic and high-handed organization could secure from this newspaper is withdrawn. The time for mediation and compromise has appar ently passed. Organizations of Klamath and Northern California must band together, decide on a definite course of action, obtain the support of Oregon and California representatives in congress, and then bring so much pres sure to bear on this government bureau that it will listen, for once at least, to the voice of the people.
