The question asked by some people about these amend- j
ments to the Constitution is: If the Fourteenth and Fif
teenth can be nullified by States which do not want the
Negro-to vote, why cannot the Eighteenth be nullified
by States which do not wahf to be told what they shall
do about drinking? " " . ; ;
To this the proponents of enforcing the Eighteenth
reply that the" Fourteenth and Fifteenth are not nullified
' in the letter of the law only in spirit
Mr. Dooley.'that sapient philosopher, observed that
not only does the Constitution follow-, the flag, but the
'Supreme Crurt follows the election return?.
This is what has happened. The South has announced
that it will riot deal with any party that lets the Negro
voe. , The North, while permitting the Negro to vote,
sees what happens in the South and adopts a policy of
"hands off.".. ' " -
Arid let us say right here we think they are right in
doing it In view of the horrors of Reconstruction, we
. do not believe the Negro should vote m the South. When
, he did vote, he brought crilization almost back to sav

Few Caucasians in this country seriously believe that
the Negroshould vote in' arty State where lie is apt to get
control. And the Caucasians of this country have lived
up to that belief." ' v' '" .'
In such States.; theFourteenth and Fifteenth amend
ments have been nullified and the Supreme Court has

In parallef,' in certain large cities of the United States
the Eighteenth Amendment is nullified. As we know,'
the more prosperous people who wish to drink do drink.
They paymore" for their liquor and get poorer stuff than

The Question in these wet communities is not whether
there should be nullification. There is nullification, and
so far as we can see there will continue to be nullifica
tion.' The price of liquor is not rising, and the industry!
of selling it is getting more efficient all the time.
And just as.lhe North has. stopped insisting that States'
which don't have, Negro suffrage should. have it, so the
time will-come, we believe, when the rest of the country
will permit those parts of the. country which are. wet to
do as they please about it. Indeed, more and more this
is tacitly happening. ' '' s
One of the difficulties about the Constitution is the
. difficulty of amending it. In spite of what is known
about the Fourteenth and Fifteenth amendments, it is
impossible to repeal them. The same probably is true of
the Eighteenth. ,
We believe the time is corning when States that Want
it will be allowed latitude in interpreting the Constitu
tion. The South will have no Negro suffrage. The urban
East will be wet. "And the agrarian Western State
which believe in all three of these amendments, the Four
teenth, Fifteenth, and .Eighteenth, wiH be permitted to
enjoy them to the full within their own borders.
