Rebuilding of the highways in this county ' and the -building of new ones call for a proper base if we would have roads that will last. Always remember that the money spent in a .base is money well spent. ; .The surface may wear , away but if the solid base is there it takes b.ut small expense to re-make a good road. We have an ex ample of one good stretch of road. It is a portion of the state highway from Klamath Falls to Algoma. The rea son, that road is always good is because there was suffi cient rock put in the base. .And, by the way, the 'secret of having good streets and highways is in the inspection of the work. ; Make the contractor live up to the specifi cations, but to do that proper inspectors must be em ployed men of integrity and courage. , '.. There is a lot of talk aoout the three dollar automobile - license' measure having a chance to pass. The highway commission is evidently much alarmed and does not pro pose to get itself in a jackpot by starting new projects with'this knife hanging over its head. That is but proper caution and none can condemn the commission for acting-j safely. The governor is also, ajarmed and we hear a lot t;of talk about the danger of .the measure being adopted. We do not believe there is the least chance for its suc cess. Oregon people love their highways. If there is anything they will not do it i,s to legislate in any manner '"that will jeopardize their opportunity to use their cars. "They might vote to tear down the state house, to abolish all state government-but they will not vote away any support that the highway program is getting. Drunken Drivers Must Go When Judge Gaghagen inflicts fines and, jail sentences upon drunken drivers that may seem to them harsh he is but doing his duty, to society, for there is no menace so great as the drunken driver. When a man runs amuck ; with a gun people have some chance for they see at once that he is dangerous. But no one can know that a driver is druijk unless the'erash comes, hence there is no way for protection on the highways. The Judge is now taking away driver's (licenses from the ones who come before him and are found guilty of . driving . while intoxicated. This is another very proper thing to do and the .community as a whole will stand firmly behind Judge Gaghagen in his endeavor to make the streets and highways safe for humanity. and was S3 years of age when called.
