INDEPENDENT MINDS.
. Four members of the city council last night demonstrated
that they had independent minds, when .they overruled the
Mayor's veto and the veto of Councilman Z. J. Powell and de
manded that a contract be entered into between the city and C.
C. Kennedy for the performance of certain engineering duties.
As an exhibition of independence it was first-class but as
an exhibition of a desire to best serve the people of Klamath
Palls it was a first-class flop. . .....
. Mayor F. L. Goddard vetoed the proposition in the first
place because it was illegal and also because it meant an un
necessary expenditure to the city.
. Excerpts from his veto message are self-explanatory and do
much to reveal the qualities of the master minds that opposed
' him. ' V . ...
The message says in part : .
"I disapprove the hiring of Mr. Kennedy because:
"1 The contract price of $1850 stipulated in this ordinance
is higher than offers we have had from other engineers of equal
reputation and experience.,'. 1
"I consider it the duty of every public official to use the same
discretion in public, affairs that he would use in his own private
business. In a parallel case in my private business I would
consider it poor business judgment and a useless expenditure
of money to hire an engineer for the sum of $1850 when' I could
save several hundred dollars by securing the services of other
engineers of equal ability. ...
; "21 wish to call the attention of the common council to
section 213 of the city charter, which provides that all engineer
ing services must, be rendered by the city engineer,- also to a
section, of the city charter. which reads as follows: No con
tract, shall be entered into or debt contracted by the common
council, for any one specific work or public improvement, the
probable cost of which will exceed the sum of One Thousand
Five Hundred Dollars ($1,500), without first submitting the
same to the qualified voters, at an election called for that pur
pose, and such proposition shall receive a majority of the votes
cast at such election to authorize such expenditure," ; . :
;':Thus, it will be seen, the noble group of free thinkers scored
a victory which should bring them cheers wherever home fires
smoulder.
; They voted to pay $1850 for work which ,couldhaye been
done for much less, and at the same time they chose to ignore
the specific' provisions, of a city law, one designed to prevent
just such wholesale displays .of lamentable judgment
However, no matter what it may coA the . taxpayers, the
great minds had their way and the cause of freedom was upheld.

Lincoln car with a discerning mot
oring public' is evidenced by a new
production schedule announced by
the Lincoln Motor company calling
for forty cars per day. The new
schedule, which Is now In effect, is
the highest ever run by the com
pany, it is said. Custom built and
standard types of coachwork will be
affected in equal proportion. . For
the time being, production of open
sport types will be stressed in re
sponse to the seasonal demand for
cars expressing that motif.

BREEDING CONTEMPT.
Whenever some injured citizen catches a.thiej 'who has
gobbed him and perhaps crippled him, the victim is usually
willing to assist in bringing about punishment for the offender.
If the thief has money, of course ''thetfaw's delay" assists him
in evading the prompt punishment that is due, but the injured
party at least makes an effort and Is occasionally successful in
bringing him to justice. With the United States government,
the system is different, for a death from old age is more prob
able than a conviction for a thief who stole from the. govern
ment, says the Portland Telegram.
The department of justice at Washington discovered indi
rectly through newspaper sources about five years ago that
former Secretary of the Interior Fall had put through some very
valuable oil lease for Mr. Edward L. Doheny. It also became
known that Mr. Fall accepted an unsecured loan of about $100,
000 from Mr. Doheny. These facts' formed the basis for an
investigation which dragged along for two or three years, but
finally resulted in the indictment nearly two years ago of both
Fall and Doheny.
The newspapers which had originally uncovered the trans
action brought to light so many of the details that the matter as
sumed the proportions of a national scandal, in which individ
ual representatives of both of the great political parties seemed
to have been tarred with the same brush, or to be exact, oiled
from the same can. Now that we are in the fifth year since the
crime was committed and nearing the third year since the in
dictments were returned, the public is beginning to speculate as
to the possibilities of Doheny and Fall ever being placed on
trial.
With such conspicuous examples of the miscarriage of jus
tice as are shown in the Forbes case and that of Fall and Do
heny, it is not at all surprising that most of the people who do
not steal from sick soldiers and rob the government of its oil
lands, hold the department of justice in contempt.

PEKING, March 23. (P) The
leaders of the Kuominchun, or na
tional army, are crying tor peace,
giving as. their reason a desire to
save the country further bloodshed.
Official declaration of the new policy
was broadcast today.
The move is thought by foreign ob
servers to be really due to exhaustion
of supplies of munitions and enemy
victories on all fronts. Seliure of the
munitions destined for the Kuomin-
Rueslan steamer Oleg at Taku, with
chun forces, proved a severe blow at
a critical moment.

movement by the Shantung forces
which menaced the communications
between Tientsin . and Peking and
outmaneuvered on the Lwancbow
Mukden railway with the possibility
of ,Wu Pel-Fu moving np from Ho-

headquarters here has been removed
to Kalgan and this is taken to fore
