GODDARD'S SILENCE
It seems to hurt the dignity of some of the members
of the city council, as well as some of the unofficial
members of that august body, because Mayor Goddard
talks so little. Ever since the mayor took office, there
has been a studied effort' on the part of the mire-diggers
to bring to light something that would cast re
flection upon the integrity of Mayor Goddard. but so
far they have failed. Sometime ago there was a great
hue' and cry over the fact that the city engineer had
not passed the state examination and it was at last
thought something had been found that would bring
discredit to the mayor. The facts are these:
E. Bf Henry is a graduate of one of the best Univer
sities in the United States. He had followed his pro
fession for years with creditable success. He was as
competnt and efficient as the average civil engineer and
no question as to his ability had ever been- raised.
A few years ago, following the custom of many, of
the professions, the engineers secured a law which pro
vided for state examinations, but those then practicing
did not have to pass such a test, they simply having to
file an application and receive a permit. At that time
Mr. Henry was interested in other business arid did
not make such application. When he resumed practice
again, he took the examination and failed. The fact
that he so failed does not make him any less the en
gineer than if he had made application when the law
first . went into effect.
The latest outcry in the matter is that it will plunge
the. city into endless litigation. If those who suddenly
are so solicitous about such litigation will pursue their
investigations a "little further, they will find that Mr.
Henry's status will have absolutely no effect upon the
city's bonds and that no property owner can hide behind
it in an effort to avoid payment of the paving charge.
Mr. Henry is a defaqto official and his every act is as
legal as if no question as to his professional standing
had been raised.
It would seem to us that . those who take exceptions
to Mayor Goddard's silence on this question, a silence
that is well founded in law, would open their ears to his
voice when he suggests matters for the welfare of the
city, such as a better sewage disposal system, better
water, cheaper lights and the placing of the dangerous
power wires underground, they would be serving then
constituents and the future development of Klamath
Falls. This is no time for peanut politics.

The controversy over the city engineer brought to the
surface an incident that shows how unchecked offieious
nes.v$ll. develop into official impertinence. L. L. Ga
ghagert, whose business is that of a clerk to record the
doihgs' of the council, has gradually projected himself
into the affairs of the council until he is becoming more
or less of a nuisance. With a pomposity that is char
acteristic of minor employes who take seriously the title
of an '.Office, he brought forth the letter addressed to
him by the state board of engineers. That of itself was
of ItfJe consequence, but when he announced that he
had called the state board by long distance telephone
and1 asked the opinion of .another minor employe what
effect the question at issue would have on city bonds,
it showed the depth of his wisdom and the breadth of
his officiousness. Klamath Falls is paying a city attorney
for legal "opinions. If " the city recorder will keep his
beak out of the affairs of the council and the mayor and
attend strictly to his own business, it will tend towards
greater efficiency and less friction in the government of
the city. We would like to know who paid for that
long-distance telephone call the city or Mr. Gaghagen.
If the city, the money might better be used for things
more urgently needed by the city than such unnecessary
and worthless infoimation.

The people of the second ward will have an oppor
tunity to give some idea of the sentiment of the city on
the question of the coming of the Oregon Trunk. If
0. A. Smith is overwhelmingly defeated, it will mean that
the people living in the second ward are just that
strong for another railroad. It will be indicative of
what would happen elsewhere in the city if the people
had a chance to express their choice. If he should be
elected, or even received a substantial vote, it would
quickly be heralded as a victory for the Southern Pa
cific. ' Keep this fact in grind when you vote. Those
who are backing 'up the Southern Pacific and the scheme
to steal the streets and alleys in the southern end of
the second ward are back of Smith. This fact speaks
for itself and should not be forgotten by those voters
who are anxious to see Klamath Falls become the sec
ond city, of he State,
