The killing of tile proverbial two

possibility If the county court would
decide to construct an east and west
road across Wood Ktver valley, ac
cording to n written report to the
court Saturday afternoon by Coun
ty Saginaw f' 2. Howard.
One of the principal problems of
the Wood Hiver valley country is
luck of control of waste waters. A
drainage ditch should be construct
ed to take care of this waste water.

the dirt secured thereby construct
the road which is held such a neces

drain waste water Into Seven Mile
creek and Wood river. Mr. Howard
said.
The county court has informed
ranchers of Fort Klamath that they
would favorably consider a cross
valley road if the present road serv
ing this need were straightened out
in order that market road require
meats could be met.

one of the officers un the submarine
at the time of the disaster was In
experienced. Lieutenant Commander Flantgan,
in a statement to The Associated
Press, explained the work of the
submarine crew. The statompnt fol
lows in part.
"The submarine training school
for officers is established for the
purpose of giving all officials de
tailed Instructions In submarines
before they are permanently trans
ferred to submarine duty,
"The students of the present class
range from Lieutenant Commander,
B. W. Slrolher, with 21 years naval
Service, to the ensigns of the class
of 1923, with six years naval ser
vice including four years at the
naval academy.

"No officer may enter the sub
marine school who bns had less
than two years sea service since
I his graduation from the naval acad
emy and all officers no matter what
their rank or experience, must go
through the submarine school be
fore being ordered to permanent
duty on submarines.
"All the officers who were on the
S-51 were fully qualified in surface
ship duties. And to Maud watch
as officers of the deck, in addition,
three of the six officers had con
siderable submarine experience and
the other three had received two
months training In submarines.
