"regulating the publication of re
ports of judicial proceedings In such
manner as to prevent injury to pub
lic morals," Lord Darling has introduced-
a "proceedings bill" in the
House of Lords. The bill makes It
unlawful to "print circulate or pub
lish and Indecent mntter or medical,
surgical, or physiological details cal
culated to Injure public morals, in
relation to divorce or separation
cases."
The penalty Is Imprisonment not
exceeding three months or a fine
not exceeding $2500, or both.' The
measure does not apply to the pub
lication of matter in separate volume
or series of law reports, or in tech
nical publications intended for the
