THE PRISON OUTBREAK
Parsimonious legislators who wanted to make false
records for economy are in a large measure responsible
for the recent state' prison outbreak which snuffed out
the lives of two guards and brought a tragic but de
sirable end to the criminal career of one "Oregon"
Jones, notorious outlaw.
The present state prison was built more than 50 years
ago. It is antiquated and out of date. It is nothing
more than a tottering shell, from which more escapes
as dangerous to society as the one iast week, can easily
be made by desperate and determined convicts.
On many occasions efforts have been made to pro
cure appropriations from the legislature for the con
struction of a new state prison. But the lawmakers,
as is their biennial wont, seek to make a showing with
ihe folks back home. The old hue and cry of political
demagoguery economy is raised from beneath the
state house dome.

American Federation ot Labor al

sesBion of Congress very delinitely
worked out. It knows just what it
wants and doesn't want. It aims
to get the former if It can; to do
all in its power to prevent the lat
ter, or put an end to it, if it exists
now. President William Green's
outline ot his organization's policies
is as clean cut and concise as the
typical politician's discussion of
party plans usually is uncertain and
Indefinite.
The federation scents a scheme.
If Congress cuts out the surtax on
big incomes, to put a sales tax in
its place. "The average workman's
living," President Green told me,
"costs him practically all he makes.
Taxes are passed along to him on
everything. He carries the whole
load except the surtax. The man
who sells to the workman makes a
margin of profit. He includes his
taxes In the prices of the goods he
sells, unci has his profit clear of
everything but tho surtax. Abol
ishing the surtax and imposing a
sales tnx would be putting the entire
burden on the poorer man. The fed
eration opposes it. We're for tax
reduction, of course."
There's been considerable talk of
action by President C'oolidge to pre
vent further coal strike tieups.
Nothing doing along that lino Is the
federation's view. "The supreme
court," said President Green, al
ready has held government interfer
ence with labor's wages or hours
unconstitutional. Those are mat
ters purely between the employers
ntid employes. What's more, we
du'il oppose any attempt to restrict
labor's normal activities further by
government tribunals or boards.
