THE SIXTH STREET FRANCHISE
The chamber of commerce should pursue a policy of
"hands off in the matter of the Sixth street franchise for
the Strahorn railroad. The Herald realizes that the
chamber is in a delicate situation. Among its member
ship are to be found strong advocates for both sides of
the railroad question, and while we are sure over ninety
per cent of the membership favors the Oregon Trunk and
are unalterably opposed to every effort to block its en
hance to the city, we have no desire to try ami force
the question into the organization.

Those who thought that the Sixth, street franchise was
dead had a rude awakening yesterday when it was an
nounced that a representative of the Southern Pacific
appeared before the directors of the chamber of com
rl asicerl the heln of that organization in secur
ing from the city council a franchise for the O. C. & j
E. It never was dead. It has been tne one tnougnt up
permost in the minds of the representatives of the
Southern Pacific, and the reason it was brought forth
now was the fear that if something is not done imme
diately the people of the second ward will force a
special election and send to the council a representative
who will be opposed to such a grant. As matters now
stand, it is the claim of the Southern Pacific that such
a franchise can be passed over the mayor's veto by three
of the four votes of the membership.
The city is almost unanimously opposed to the grant
ing of the right to cross Sixth street without incorporat
ing therein the common user condition. If the council
undertakes to jam such a resolution through, it will,
mean the immediate recall of every member who
votes for it and if the advocates of such a move wish to
precipitate the city into a bitter recall election, no surer
way can be found than to have the council pass such a
franchise. Klamath Falls is not going to be bottled up
by the Southern Pacific.
